Salary: $21.23 - $42.45 HourlyLocation : Beaumont, TXJob Type: Full TimeJob Number: 5631Department: Planning & Community DevelopmentDivision: Building CodesOpening Date: 08/29/2024Duties and ResponsibilitiesEssential Job Functions: Administers and enforces the dangerous structure and housing code ordinances of the City; responsible for planning, organizing and supervising office staff; prepares letters, reports and other communications for management; administers the City's condemnation program; conducts detailed inspections of buildings and residential structures to determine compliance with ordinances; organizes and presents condemnation hearings at City Council meetings; coordinates and inspects renovation work programs with property owners; serves as a liaison for related activities between the City and other governmental and private entities; investigates all housing code complaints, answers related questions and takes appropriate action; organizes and conducts pre-bid conferences with contractors prior to the demolition of substandard structures; inspects work done by contractor; establishes court cases, organizes data and evidence and testifies for the City in municipal and district court; develops and updates specifications and standards for removal of buildings within the City; assists management in establishing and implementing various policies and procedures; makes inspections and handles enforcement of City environmental codes and ordinances.Process all Temporary Restraining Orders (TRO); research county, tax and deed records for tagged properties; schedule all inspections (initial, 90-day, 150-day, Temporary Restraining Order (TRO), City Council and after City Council, extension and compliance inspections); prepare all bid packets. Prepare and issue warrants for inspections, take pictures and enter violation as needed. Prepare narratives including legal notices, agendas and pictures for City Council meetings.Other Job Functions: Performs other duties as required. Working Conditions Works inside and outside; may be exposed to extreme heat and cold, mechanical hazards, explosive hazards, dust/mites hazards, toxic waste hazards, electrical hazards, chemical hazards, gas vapors, and working in trenches/ditches; will work in potentially dangerous areas of town; will conduct inspections inside substandard dangerous structures; may be exposed to asbestos. Work hours are 8:00 a.m. - 5:00 p.m., Monday - Thursday and extended hours as needed. Minimum Essential QualificationsKnowledge: Thorough knowledge of building codes/ordinances and of materials, equipment, procedures and practices used in building construction; knowledge of bid documents and contracts; some knowledge of personal computers; knowledge of administrative practices and procedures; knowledge of environmental codes and code enforcement; knowledge of personnel management practices; knowledge of city streets; knowledge of asbestos abatement procedures.Skills/Abilities: Ability to read and hear; ability to deal with the public; ability to perform mathematical computations; ability to make decisions; ability to supervise and manage; ability to operate a personal computer; ability to read and interpret blueprints, plans and designs; ability to communicate effectively, both orally and in writing; ability to develop and implement procedures for office and field work; ability to instruct and supervise subordinate personnel; ability to establish and maintain effective working relationships with home owners, contractors, governmental officials and the public; ability to interpret and enforce codes and ordinances fairly and effectively; ability to operate a camera and measuring equipment; ability to operate a motor vehicle.Physical Requirements: Constantly sees and hears; frequently stands, writes by hand, carries, drags and holds objects weighing up to 30 lbs., drives, walks, operates a personal computer, performs data entry, files, kneels, sorts, twists body; infrequently operates a calculator, climbs, pulls and pushes objects weighing up to 30 lbs. Non-essential: Infrequently types, cleans, runs, squats and crawls.Education/Experience: Graduation from high school supplemented by courses/training in building construction/inspection, and certification by the International Code Council (ICC) or ability to obtain within one (1) year of employment required. Construction experience is preferred. Bachelor's degree preferred or any equivalent related combination of training and experience. Certification as Code Enforcement Officer and experience/training in asbestos abatement preferred. OtherMust possess a valid Class C driver's license with a good driving record. Other state valid Driver's License equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver's license.
