Work involves administration activities associated with a local area network, wide area network, Internet and intranet systems, administering network dependent systems, planning, designing, and integrating data telecommunications networks; designing, installing, administering and monitoring networks and systems; monitoring and analyzing existing and new hardware and software solutions; developing policies and procedures; preparing budget recommendations; and evaluating potential network and system enhancements. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Job Duties:•Directs or conducts major studies regarding infrastructure system usage, system security posture, makes recommendations for improvements, and determines network and system requirements. •Directs performance tuning and capacity planning activities to enhance the performance of the network and associated resources. •Reviews network and system plans for security, completeness and accuracy, and plans and schedules studies and system implementations. •Analyzes existing network and system procedures for efficiency and effectiveness. •Analyzes and defines agency disaster recovery responsibilities and procedures. •Develops policies and procedures designed to ensure the integrity of local area network or wide area network environments and associated systems. •Monitors and defines the requirements of the overall security of the enterprise network. •Monitors and implements hardware and software solutions to help mitigate a wide variety of network attacks.•Integrates local area network or wide area network requirements into the agency's information resources and business plans. •Determines operational, technical, and support requirements for the location, installation, operation, and maintenance of data communications, agency network systems, and supporting technologies. •Evaluates network and associated systems for security, efficiency, value, potential acquisition and directs the evaluation of various hardware and software resources to identify strengths, weaknesses, and potential benefits to the agency. •Responsible for the functionality and security of network and related environments, the architecture, design, and implementation of associated solutions, the development of network through endpoint services and procedures, and the installation and maintenance of infrastructure systems. •Develops secure operating procedures and provides assistance with technical support, troubleshooting, and maintenance utilizing innovative network administration techniques. •Oversees and/or provides guidance in troubleshooting and solving complex problems related to business functions including hardware, network / IT infrastructure, incident and problem calls, and in the processing of service requests and tasks. •Oversees and executes projects that cross functional agency systems and other state entities that require coordination, planning, and scheduling to accomplish project development and implementation. •Responsible for the design and implementation of new or revised infrastructure services, as well as support and administration methods that effectively meet agency needs. •Responsible for the development, analysis, and maintenance of design procedures, system codes, test procedures, and quality standards for network, infrastructure, servers and associated systems. •Oversees, provides training, and creates publications for staff training prior to the implementation of services, and provides advice, guidance and assistance during the implementation process. •Responsible for the analysis, troubleshooting, and resolution of infrastructure hardware, security resources, internet/intranet and networking issues. Provides timely and accurate status reports to management. •Recommends systems technology solutions and enterprise-related hardware, network, business use services and standards to agency leadership. •Responsible for analyzing and defining agency information technology disaster recovery plan and COOP responsibilities and procedures. •Assists with budget recommendations for infrastructure systems, including supporting hardware, software, networks and clouds services. •Collaborates with IT and agency staff of all levels to ensure business needs are addressed in a timely, effective, and cost-effective manner.•Maintains IT internal procedures in a clear, concise, and professional manner.•Represents the Department of Banking to other governmental, stakeholder, and regulated entities in a professional, collaborative, and objective manner.•May supervise the work of others. •Perform other duties as assigned.
Qualifications:Minimum Qualifications:Education and Experience:•Graduation from an accredited four-year college or university with major coursework in computer science, management information systems, or a related field. o A graduate degree in computer science, management information systems or job-related field may substitute for an undergraduate degree that is not technology related.•Five years' experience in secure Network administration. •Five years Network and Windows admin in secure manner•Experience with network solutions for cloud offerings.•Experience with cloud offerings for endpoint and mobile user security. Experience may substitute for education on a year for year basis. Preferred Qualifications:•Experience with Infrastructure administration.•Experience managing network configurations.•Experience with automated management of Infrastructure.•Familiar with the Systems Development Lifecycle (SDLC).•Familiar with OpenText software (AppEnhancer and ECM)•Familiar with Cisco Meraki Switching and Wireless•Familiar with OCI (Oracle Cloud Infrastructure)•Familiar with PDQ Inventory and Deploy•Familiar with WSUS (Windows Update Services)•Working knowledge of SSRS Reports.Special Requirements:•Position requires moderate overnight travel, up to 15%.•Must possess or obtain within 90 days a valid Texas Driver's license. Satisfactory driving records are required for driving any vehicle to conduct agency business.
