Summary Please carefully read the required documents section. Responsibilities The Deputy Chief of Staff, G8 develops and implements a cohesive and synchronized strategy for obtaining and managing resources throughout US Army Central (USARCENT). Serves as principal advisor to the USARCENT Commanding General (CG), Deputy CG, and Chief of Staff on matters concerning management, distribution of resources and management systems requirements; presents and defends programming and resource allocations required to accomplish the USARCENT mission. Independently anticipates and solves major challenges associated with developing resource strategies for USARCENT and securing required resources. Responsibility includes program and resource management, budget analysis, formulation, justification, and execution, performance planning and evaluation, and financial management. Oversees and directly manages the Army fiscal support for rapid deployments, contingency missions, joint, interagency, intergovernmental operations, and multinational partnerships across 22 countries in the Central Command (CENTCOM) Area of Responsibility (AOR). Senior leader responsibility spans 4 appropriations, 6 DoD special funding sources, 7 unique COCOM authorities, host nation burden sharing in support of Defense Cooperation agreements, reimbursable support agreements with over 32 nations, support to 14 enduring locations and 22 contingency locations in the Central command (CENTCOM) area of responsibility (AOR), and auditable requirements spanning 20 years of war in the Middle East. Responsible for programming, budgeting, execution, oversight and analysis of USARCENTs multibillion dollar operating budget supporting a forward and main Headquarters, forward Divisions, Theater Sustainment Command, Army Support Groups, Theater Signal Command and numerous Separate units. Oversees cost management and accounting, data analytics, Service fiscal arrangements, North Atlantic Treaty Organization (NATO) partnership funding, reimbursable partner nation support, and host nation burden sharing agreements. Provides oversight of Dormant Account Review Quarterly (DAR-Q) report of obligations and unfilled customer orders dormant over 90-days to Army Senior Leaders and the Office of the Secretary of Defense. Provides oversight of Army and CENTCOM funding in support of rapid Humanitarian and Defense Security Cooperation Agency (DSCA) missions. Collaborates fiscally across Office Secretary of Defense (OSD), Headquarters Department of Army (HQDA), CENTCOM, DSCA, other Services, NATO Allies, and Host Nations. Maintains auditability of fiscal processes, implements USARCENT's Risk Management Internal Control (RMIC) program, Statement of Budgetary Resources (SBR), Army Annual Statement of Assurance (ASOA), and Joint Reconciliation Program (JRP). Directs development and maintenance of controls and procedures required to provide information and analysis of programs, resources, and performance as a basis for management decision; directs and participates in activities related to cost effectiveness; establishes and exercises staff supervision over the USARCENT Planning, Programming, Budgeting and Execution System (PPBES); directs the preparation, development and execution of the annual operating budget for HQ USARCENT and subordinate commands; designs and operates the accounting and cost analysis system for the Command; provides advice and assistance to the supporting Finance Battalion and Financial Operations Center in policy and planning; and serves as USARCENT's Comptroller Career Manager. Responsible for a multi-appropriation, DoD special funding, and partner nation budget of approximately $5 billion. Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence, and senior leadership effectiveness for contribution to the USARCENT mission. Serves under the general direction of and receives broad strategic guidance from the USARCENT CG, Deputy CG and Chief of Staff. Exercises direct supervision of 13 employees, 5 at the highest level, and responsibility for 50 headquarters employees and 30 forward comptrollers in the AOR, totaling 80. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: You must be a U.S. citizen to be eligible for this position. You must be able to submit and pass designated and/or Random Drug Testing as required. You must sign a mobility agreement. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter. The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army. Qualifications **To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). Additional information on ECQs is available at (1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ) All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Possessing comprehensive knowledge of the federal budget process with demonstrated ability to plan, direct, coordinate, and integrate all aspects of Planning, Programming, Budgeting, and Execution System (PPBES) for a major command or headquarters organization to provide authoritative advice and counsel on complex financial management matters. 2. Demonstrated executive level experience in leading and supervising staff responsible for the full range of financial management functions and responsibilities to include - programming, budget formulation, budget execution, financial accounting principles and reporting, enterprise risk management, internal controls and measuring organizational performance.
