The Position:

Reports to the Chief Real Estate Investment Officer (“CREIO”) and is a key part of the Real Estate Investments (“Real Estate”) management team. Partners closely with the CREIO to manage and oversee Real Estate operations, including implementation of Strategic Plan goals and development of policies, procedures, and investment priorities and mechanisms for real estate development, acquisitions, dispositions, financing, marketing, and partnership activities for the Housing Authority of the City and County of Denver (“DHA”). Interfaces with the Board of Commissioners and other DHA staff in financial planning, asset management, and strategic goal setting. Supervises select Real Estate staff. Establishes and maintains both internal and external relationships, including communications with government agencies, community stakeholders, residents, vendors, financial partners, and various associations for the execution of DHA's real estate investment strategic goals. Supports the CREIO to maintain accountability for the operations and performance of the following areas of development: planning, design, financial structuring, capital deployment, market research and analysis, horizontal and vertical construction management, and evaluation of technical information to determine feasibility and economic impact of proposed projects and partnerships.

Salary Range:
  • $112,891.75 to $141,115.03

Essential Duties and Responsibilities
  • Provides management support to the Real Estate team, which includes but is not limited to project management, financing, design, construction management, and marketing.
  • Recommends and executes on capital investment policies and objectives; sources debt, equity, and capital grants to support the activities of the real estate portfolio; establishing portfolio level financial benchmarks; and manages financial and development consultants in making investment decisions for the portfolio and accurately reporting to the CREIO.
  • Implements and monitors all aspects of DHA's real estate development projects including, but not limited to, assembling property, financing and pro forma financial documents and is responsible for the timely completion of projects within the scope of the development plan.
  • Coordinates multi-disciplinary project teams comprised of senior staff members from various departments for the review, approval and implementation of real estate projects and may include DHA consultants or other external entities.
  • Establishes and implements goals and priorities for each real estate development project and plans, schedules, and coordinates the work activities through completion with the project team.
  • Monitors the status of projects through all phases by regularly communicating with project team members and the CREIO.
  • Conducts problem and conflict resolution with other agencies, developers, design professionals and owners with respect to project related issues, including, but not limited to, codes, ordinances and professional standards.
  • Delegates responsibility to appropriate subordinate staff.
  • Assigns and distributes work to direct subordinates, reviews work for accuracy and completion, and returns assignments with recommendations for completion.
  • Formally evaluates the work of direct subordinate staff.
  • Documents cause for disciplinary action of subordinates and initiate formal recommendations for disciplinary action.
  • Helps the CREIO to develop the annual department budget and track actual expenditures at regular intervals throughout the year.
  • Establishes and maintains linkages with various city, state and federal agencies, community groups, and the public to address complaints or inquiries or regarding DHA development requirements, policies, and procedures.
  • Conducts off-site physical inspection of real estate development projects, acquisitions or dispositions.
  • Drives to various off-site locations.
  • Attends meeting and strategy sessions to remain informed of DHA programs and activities, as well as other governmental programs and activities.
  • Establishes goals and objectives of the department; identifies required resources and develops plans for carrying out the work in a timely and efficient manner. Monitors and evaluates progress to ensure that project(s) and policies are being implemented and adjusted as necessary to accomplish the agency's mission.
  • Works with Human Resources staff to implement personnel policies to ensure accomplishment of the agency's goals through effective recruitment, selection, training, performance appraisal, recognition, and corrective/disciplinary action; maintains effective employee relations and complies with agency and federal regulations, policies and practices.
  • Daily attendance in the office and off-site locations.
  • Performs any other duties as assigned by the CREIO.

Minimum Educational Requirement
  • Four-year degree in business or public administration, urban studies, urban planning, finance, architecture or related field.
Minimum Experience Requirement
  • Five years' experience in real estate development at senior project management level or higher.
  • Two years' experience in a management or supervisory capacity.
  • Requires demonstrated expertise in tax credits, bond financing, and loans.
  • Requires demonstrated expertise in real estate development.
  • Requires demonstrated expertise in land use entitlements.
Licenses and/or Certifications:
  • A valid Colorado driver license is required. A good driving record must be maintained in accordance with the personnel policy.
Knowledge and Competencies:
  • Thorough knowledge of local government as it relates to real estate development.
  • Thorough knowledge of county, state, and federal laws, rules and regulations pertinent to development. Knowledge of HUD Rules and regulations helpful.
  • Mixed Finance/Mixed Use finance experience desirable.

Interpretation (policies, procedures, or practices)

Must follow U.S. Department of Housing and Urban Development (“HUD”) rules and regulations and the Housing Authority's policies and procedures. Requires skill in understanding and interpreting guidelines and regulations and following through in their application. When decisions are made that are not covered by guidelines, will consult with the Chief Executive Officer; new guidelines will be developed, or a decision will be made based on the circumstances and experience.

Full responsibility for real estate development projects. Makes recommendations regarding overall program and project priorities.

Nature of Supervision

Resource Responsibility

Supervises: Real Estate staff, including but not limited to the Senior Development Program Managers and Development Program Managers.

Working Conditions

Primarily an office environment, however, subject to varying and unpredictable situations and required to visit off-site locations to inspect real estate and/or monitor various aspects of development projects. High degree of stress due to long irregular hours, high volume of work, high volume of phone calls and numerous interruptions.
