HCAM's Connector Program partners with the Maryland Health Benefit Exchange by providing regional outreach and enrollment assistance to people who have struggled to access or afford health coverage by providing education and outreach to uninsured consumers, and assisting with enrollment, eligibility, cost-sharing, Medicaid, and the Maryland Children's Health Program (MCHP).The Deputy Director will serve as a part of the Connector Program's team managing the day-to-day operations of the program, overseeing a team of Enrollment Team Supervisors and collaborating with various internal and external partners to ensure that project performance measures are met. Duties And Responsibilities:•Acquire and maintain Navigator certification •Participate in continuing education training sessions and satisfy all additional requisites for Navigator certification maintenance. •Manage day-to-day operations of the Connector Program. •Supervise the Certified Navigator Team Leads and the Supervisor of the Problem Resolution Unit. •Foster the training and development of team members. •Represent the Connector Program at Maryland Health Benefit Exchange (MHBE) and partner meetings as needed. •Communicate with the Maryland Health Benefit Exchange (MHBE), partners, elected officials, and other stakeholders regarding issues of high importance. •Ensure that team members are meeting and exceeding performance expectations. •Provide ongoing support to staff with policy and technical questions. •Identify, develop, and implement operating procedures and program policies. •Assist in the interviewing, hiring, and training of Connector staff. •Conduct quality assurance audits and case reviews. •Act as a liaison with the Department of Human Resources (DHS), Maryland Department of Health (MDH), Maryland Health Benefit Exchange (MHBE), and other state agencies. •Maintain expertise in eligibility, enrollment, and program specifications. •Conduct public education activities to raise awareness about the Maryland Health Connection. •Provide information and services in a fair, accurate, and impartial manner, acknowledging other health programs (such as Medicaid and the Maryland Children's Health Program). •Facilitate selection of a Qualified Health Plan. •Provide referrals to appropriate offices or state agencies for enrollees with grievances, complaints, or questions regarding their health plan, coverage, or determinations under such plans. •Provide information in a culturally and linguistically appropriate manner, ensuring accessibility and usability of Navigator tools for individuals with disabilities in accordance with the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. •Perform other duties as assigned. QualificationsMinimum Qualifications•Master's Preferred, Bachelor's degree required in public health, public administration, business administration or related field - experience may be substituted for degree requirements •Minimum of three years supervisory experience in public health, nonprofit, or business with strong supervisory and administrative skills •Extensive experience as a navigator and navigator supervisor preferred •Demonstrated ability in project management and problem solving •Demonstrated critical thinking skills •Strong data management skills and experience analyzing data •Experience with budget oversight •Knowledge and understanding of the Affordable Care Act (ACA) and subsequent legislation impacting the individual markets •A demonstrated team player who works well with internal and external peers •Ability to communicate well via phone, email, and face-to-face with professionals and consumers Physical RequirementsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
