The New York City Department of Citywide Administrative Services (DCAS), Human Capital Line of Service, Bureau of Examinations performs responsible work in the establishment of qualifications for civil service positions, as well as in the development, validation, rating and administration of competitive civil service examinations, and certification of lists of eligible applicants.
The Exam Development Group, within the Bureau of Examinations, is responsible for collaborating with City Agencies in the development of civil service exams for competitive class titles by working with City Agencies' Subject Matter Experts (SMEs) to conduct in depth job analyses. These job analyses are used to develop rating guides and questions which may appear on civil service examinations and are used to determine candidate eligibility on distinct lists for the respective civil service title. The Bureau of Examinations seeks to appoint one (1) Tests and Measurement Specialist, Level 3 to serve in the role of Deputy Director in the Exam Development Group.
The selected candidate will be responsible for, but not limited to, the following:
Supervise direct reports and manage the exam development process;
Provide guidance, coaching, and support to direct reports on efforts to increase efficiency, collaborate with key stakeholders, and implement policy changes by liaising with internal and external stakeholders;
Ensure communication and activities are consistent across all direct reports and in collaboration with peers within the Exam Development Group;
Maintain a strong commitment to delegation and staff development and empowerment;
Lead and participate in projects by completing and updating project documentation;
Ensure efficient and on-time delivery of project tasks and milestones;
Serve as a liaison for recruitment and onboarding activities for the Bureau of Examinations;
Conduct and oversee field observations and interviews to identify the essential functions of job titles;
Oversee, create, and administer job analysis questionnaires;
Oversee and analyze questionnaire data to create test plans;
Oversee the development and administration of examinations for employment and promotion in a variety of NYC government agencies under DCAS jurisdiction and other City agencies including Health + Hospitals and CUNY;
Proofread and approve Notices of Examination;
Implement recommendations for operational excellence as outlined by the Director of the Exam Development Group;
Define and measure success metrics and monitor change progress;
Assist the Director of the Exam Development Group with analyzing unit operations, including quantitative and qualitative data analysis, evaluating best practices, while also identifying and assessing operational improvement opportunities; and
Perform related duties.

Qualifications
A master's degree in psychology or a related field from an accredited college including or supplemented by at least 12 credits in any combination of two or more of the following course areas: tests and measurement, statistics, research, personnel psychology, and computers; or
Completion of at least 45 credits towards a master's degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in 1 above; or
A baccalaureate degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in 1 above, and two years of satisfactory full-time professional experience in the development of personnel selection tests; or
Education and/or experience equivalent to 1 , 2 or 3 above. However, all candidates must possess a baccalaureate degree from an accredited college and the 12 specialized credits as described in 1 above.
Special Note
To be eligible for placement in Assignment Level II or III, individuals must have, after meeting the minimum requirements, either one year of experience in performing professional testing and measurement work, or possess a doctorate in psychology, statistics, educational research, or a related field.
