Description

At COP27 and CMA4, the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision established the Fund for responding to Loss and Damage (FRLD) to assist these countries with the impacts of climate change.

The Secretariat, hosted by the World Bank in Washington, D.C., and led by the Executive Director (ED), coordinates the Fund's strategic activities, manages institutional relations with stakeholders, and drives thought leadership.

The Secretariat proposes to recruit a Deputy Executive Director (Deputy ED) to assist the ED in leading the Fund's mandate and ensuring the efficient and effective day-to-day operations of the Secretariat.

Duties and Accountabilities:

The Deputy ED will report to the ED, collaborate with Secretariat staff and the Board, and engage with external stakeholders.

Key Responsibilities

  • Strategic Leadership and Management Oversight: Support the ED in promoting coherence between the Fund and other funding arrangements.
  • Provide leadership in operationalizing the Fund's work program and project cycles.
  • Assist the ED in developing and implementing the Fund's work program and resource mobilization strategy.
  • Governance, Work Programming, and Budget Administration:

  • Support the Secretariat in assisting the Board in fulfilling its roles, including preparation of Board meetings.
  • Oversee the preparation of the Fund's annual work program and administrative budget.
  • Collaborate with the World Bank to ensure compliance with policies and procedures.
  • Monitoring, Evaluation, and Reporting:

  • Oversee the monitoring, evaluation, and reporting of the Fund's activities.
  • Promote knowledge sharing and capacity building among stakeholders.
  • External Relations and Stakeholder Management:

  • Support the ED in forging strategic partnerships.
  • Assist the ED in cultivating external relationships and partnerships.
  • Human Resources Management:

  • Assist the ED in managing Secretariat organizational matters.
  • Oversee staff and consultant recruitment.
  • Selection Criteria

    The successful candidate should be recognized for their intellectual leadership and proven track record as a problem-solver.

    Education and Experience:

  • Master's degree in a relevant field.
  • At least 15 years of relevant experience.
  • Extensive knowledge of financial mechanisms and fund management.
  • Experience working in two world regions or a combination of one world region and a global/corporate role.
  • Technical and Leadership Skills:

  • Proven track record in strategic planning and managing complex portfolios.
  • Experience working with multilateral organizations and development banks.
  • Strong leadership and management skills.
  • Additional Skills:

  • Excellent communication skills.
  • Strong experience in performance optimization and resource allocation.
  • Experience in managing multicultural teams.
  • This position requires intensive travel.
