Overview:
Nakupuna Consulting is seeking a Project Manager (PM) to serve as the deputy to the Nakupuna Program Manager and to lead the team of onsite team members supporting NAVSEA 04s (Industrial Operations) Professional Support Services requirements. This individual will serve as the deputy for the Program Manager and provide management and oversight for a large, dynamic team that supports NAVSEA 04s mission of getting ships to sea and keeping them ready. This person will assist the Program Manager in leading a team across a broad range of activities to include executive administrative support, financial management, strategic communications, graphics and ceremonial support, industrial supply and logistics management, information management and security, and data analytics.

- Support the Program Manager in providing overall project management oversight, ensuring deliverables are accurate and timely, resources are properly aligned across the project, and ensuring the Nakupuna and subcontractor team has the strategic direction needed to support the mission and strategy of NAVSEA 04.
- Maintain effective relationships with client. Interface routinely with government leadership to align efforts and resources, resolve issues, and provide advice/recommendations.
- Support the Program Manager with;
- The development of project planning documentation outlining the management approach, management controls, organizational resources to be employed, deliverables, and delivery dates, etc.
- Personnel performance management functions (e.g., set performance goals, assess performance, provide coaching/mentoring, address performance and/or conduct issues as they arise (recommend disciplinary actions).
- The hiring processes, ensure project teams are appropriately staffed to execute PWS requirements and achieve client expectations.
- Coordinating projects with interdependencies between various integrated product teams to ensure effective outcomes.
- Ensuring deliverables are aligned across projects within the contract; build culture of excellence in service delivery.
- Identifying new business opportunities on the program and nurture relationships for existing and new work in the future.
- Maintaining employee morale and corporate culture, while fostering employee growth.
- Ensuring invoices are accurate and approved in a timely fashion.
- Developing long-term planning for employee development, contract success, recompetes, and growth.
- Coordinating with Nakupuna Leadership and Shared Services to facilitate necessary support to ensure successful project execution.
- Collaborating with stakeholders across the program office to ensure alignment in execution.
- Keeping NAVSEA 04 leadership abreast of execution performance, potential risks to successful execution, and opportunities.
- Represent the Program Manager in his/her absence in all interactions with NAVSEA 04 and Nakupuna leadership, as well as the project team.
Qualifications:
Skills/Qualifications: The ideal candidate possesses expertise and experience in NAVSEA, specifically program/project management supporting NAVSEA program offices. The ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:
- Demonstrated knowledge of DoD program management, technical, or business management.
- Experience communicating with SES/Flag level personnel is required along with supervisory experience.
- PMP Certification required.
Education and Experience: The following are desirable levels of experience:
- Bachelors degree in any technical or managerial discipline required; Masters degree preferred.
- A minimum of ten (10) years of professional experience in program management, technical, or business management. In lieu of a degree, fifteen (15) years of experience in Program Management or Project Management.
- Minimum of five (5) years relevant experience in DoD/Navy program management is preferred.
Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.
Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

- Ability to engage in and follow audible communications in emergency situations.
- Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individuals particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $130,000.00 to $160,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
