Salary : $54,662.40 - $66,435.20 Annually Location : 10877 Conductor Blvd Sutter Creek, CA Job Type: Full-Time Job Number: 24-00054 Department: Public Conservator Opening Date: 08/30/2024 Closing Date: Continuous FLSA: Non-Exempt Definition and Distinguishing CharacteristicsDEFINITION Under supervision, assists in providing Public Conservator/Guardian/Administrator services in the County; provides a variety of administrative and support assignments in guarding the assets and protecting the health of people placed as conservatees under the Public Conservator's Office; performs the Public Guardian functions for adolescents which come under the jurisdiction of the County; performs as case manager for conservatees under the jurisdiction of the County; and performs related duties as required. DISTINGUISHING CHARACTERISTICS This is the entry level in the Deputy Public Conservator/Guardian Administrator series. Incumbents assist and conduct basic investigations regarding conservatorship and provide services as assigned relating to guardianship for individuals unable to handle their own affairs. Examples of Duties The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.
  • Assists with the responsibilities of the County Public Conservator/Guardian/Administrator functions.
  • Reviews and analyzes the background of individuals to determine need for a guardian or conservator; discusses case with medical staff, social services and mental health staff, probation and other social service agencies.
  • Ensures that court mandates are archived and prepares and files appropriate court papers.
  • Maintains telephone or other contact with clients, and relatives and friends of clients and works with legal staff regarding issues related to the services provided by the Conservator/Guardian/Administrator office.
  • Makes court appearances as necessary, as well as attends conferences to develop and maintain information concerning status and condition of clients.
  • Performs inventories, appraisals, and storage of client property, and if necessary arranges for the sale or disposition of property.
  • Explains complex legal policies, conservatorship, financial arrangements, and answers questions from conservatees and family.
  • Notifies relatives of the death of conservatees and plans for burial and estate disposition.
  • Transports conservatees to appointments if necessary.
  • Develops and maintains a variety of accounting and fiscal records; and performs related duties as required.
Essential QualificationsKnowledge of:
  • Functions and responsibilities of a County Conservator/Guardian/Administrator.
  • General knowledge of the Welfare and Institutions Code, Probate Code, and other applicable laws and regulations related to estate management and disbursement.
  • Community resources and Social Service programs available to elderly, disabled, or mentally ill citizens.
  • Principles, practices and techniques of client assessment, investigation, crisis intervention, and case management.
Ability to:
  • Conduct increasingly complex investigations, obtaining information, establishing facts and drawing valid conclusions.
  • Analyze case problems and develop appropriate courses of action to meet client needs and requirements.
  • Interview people, identify needs, and make appropriate referrals.
  • Maintain an objective and empathetic understanding of mental of mental illness, emotional and behavioral disorders, addiction, substance abuse, and related conditions.
  • Professionally interact with mental health, social service, medical, probation staff and to understand their perspective relating to client case status.
  • Interpret, apply and explain County policies and adhering to laws related to Public Guardian functions.
PHYSICAL DEMANDS AND WORKING CONDITIONS: Mobility and manual dexterity to work in a standard office environment, use office equipment, attend off-site meetings, and travel to client residences and properties; vision in the normal visual range with or without correction sufficient to read computer screen and printed documents; hearing and speech to communicate in person or by telephone. Training and ExperienceAny combination of training which would likely provide the required knowledge and experience is qualifying. A typical way to obtain the required knowledge and abilities would be:Education Bachelor's Degree from an accredited college or university in social or behavioral science or a related field. Investigatory experience preferably involving the investigation of assets, trusts, probates, insurance, and banking desirable. Experience Two years of experience processing financial and detailed personal information which involved the application of program or government criteria may be substituted for the required education.
