With a 37.5-hour work week, strong compensation and benefits package, and work schedule flexibility, a career at KHC makes work-life balance achievable.Kentucky Housing Corporation Job DescriptionJob Title:Manager Construction ReviewWork Group: Multifamily Programs and Asset ManagementFLSA Status: ExemptReports to: Assistant Director Design and Construction ReviewGeneral Purpose of the Job: Responsible for the management and oversight of all aspects of the construction review process for Housing Production and Programs and the Weatherization Assistance Program, to ensure compliance with corporate, state and federal programmatic requirements. Requires ability to travel as needed.Essential Duties and Responsibilities:Monitors overall policy and procedures for Housing Production and Programs projectreview, inspections, and Weatherization Assistance Program training includingregulatory interpretation, adherence to corporate policy, and budgetary preparation.Provides construction cost research analysis data and reviews programmatic materialsand policy to improve programs. Represents department and/or assistant director atcorporate meetings as needed.Responsible for supervision of staff and work processes for assigned areas ofresponsibility: ensuring deadlines are met while providing excellent customer service;provides ongoing staff development opportunities; provides feedback to staff regularly onjob performance and formally conducts staff evaluations within corporate-imposed timeframes. Reviews and approves staff leave, expense reports, time sheets, and monthlylogs.Analyzes and monitors workload for appropriate utilization of corporate resources. Performs Quality Control, overflow workload, emergency, or training inspections.Disseminates information through trainings, meetings, public speaking, telephone, written correspondence, and site visitation.Knowledge, skills and abilities required of the position:Knowledge of:Federal housing programs, laws, and regulationsGrant programs/compliance monitoringWord processing/spreadsheet applications such as Microsoft Word/ExcelBasic rules of grammar and business writingBasic mathematic principlesSkill in:Collecting, analyzing, and evaluating dataDealing with a diverse group of external and internal contacts at all levelsAnalyzing problems and reaching solutionsDeveloping, implementing, and coordinating of policies and proceduresAssigning, managing and coordinating activities of staffAbility to:Plan and organize work activitiesPrepare reportsPresent ideas effectivelyHandle sensitive/confidential informationDevelop work plans and implement projects independentlyWork in unsupervised environmentAdditional Information: Position requires knowledge of MS Office Suite products. Position requires ability to work effectively with a wide variety of people, including external contacts as well as cross-departmental teams; ability to work in a team and as an individual to gain consensus; ability to multitask; ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing; ability to plan, organize, and coordinate activities of staff. Position requires strong analytical skills, including problem-solving and attention to detail.Education Requirements:This level of knowledge would normally be acquired through completion of a bachelor's degree in business management; construction management; architecture or a related field of study. Four years' experience may be substituted for degree requirement.Position requires Building Inspector, Level III certification. Must remain knowledgeable of building codes, energy codes, accessibility codes, property maintenance codes, property management practices, federal standards, state statutes, and local zoning procedures as required. Must meet continuing education requirements to maintain Building Inspector, Level III certification as defined by the State of Kentucky are required.Experience Requirements: Position requires more than three years' experience working in a construction related position such as architect, engineer, construction supervision, building code compliance, plan reviewer, and/or construction estimator may contribute to the required level of experience. Experience supervising and coordinating work of staff preferred.Experience in inspection of newly constructed developments, rehabilitated properties, and maintenance of existing properties helpful.
