They must be team oriented, customer focused, outgoing and confident. Additionally, this person should have general knowledge of the principles of building permits and impact fees and how to provide superior customer service to the citizens and vendors working within Manteca. The ideal candidate should have a strong desire for learning and professional development, and must be a fit for the departmental culture that we're continually improving. ***This recruitment may close prior to the advertised date, interested candidates are encouraged to apply at their earliest convenience. ***BASIC FUNCTION:Under the direction of the Chief Building Official or Permit Center Manager assist the general public with building, planning and zoning issues and questions; intake, route, and process permit applications for new construction and building modifications; calculate and collect building permit fees; administer zoning and land regulations; receive and process minor planning permit applications; prepare correspondence, written reports, maps and graphics pursuant to the daily conduct of City business. Example of DutiesESSENTIAL DUTIES:Assist the general public with information on development standards, zoning, land use regulations, community plans and on-going development projects.Intake minor permit applications; review single family dwelling production plot plans, sign permits, patio covers, residential swimming pools, and other over the counter type applications to ensure compliance with appropriate zoning ordinance requirements; review business licenses and home occupation applications.Operate a computer and various computer applications to develop written reports and various charts, graphs and related graphics.Update and edit the City's land use database; compute output data using building permits, assessor and approved parcel and subdivision maps and other authorized source documents.Research material and prepare reports for supervisory staff and the general public; maintain reports and activity logs concerning project review status, permit issuance and general development activity city-wide.Communicate with a variety of City departments, outside organizations and individuals to coordinate activities, exchange information and resolve issues and concerns.Operate a computer and standard office equipment; drive a vehicle to various sites to conduct work.Serve as initial contact with building permit applicants in person and on the phone.Process permit applications for new construction and building modifications; process refund requests of permits withdrawn or canceled.Calculate and collect building permit fees.Provide information and assistance to contractors, developers, architects, engineers and the general public.Review construction document submittals for completeness.Prepare and maintain records, files and logs related to permit issuance, processing and inspections; prepare documents and plans for microfilming; submit plans and related documents to other departments as required.Assist departmental clerical staff with various office activities.Operate a computer and standard office equipment.OTHER DUTIES:Perform related duties as assigned. Typical QualificationsKNOWLEDGE OF:Principles, processes, nomenclature, methods and techniques in the fields of City planning and Building Safety.Computer software applications.Applicable laws, rules and regulations related to development review activities.Interpersonal skills including tact, patience and courtesy.Technical aspects of field of specialty.Basic mathematical and measurement calculations.Modern office methods and procedures.Record keeping techniques.Correct English usage, grammar, spelling, and punctuation.Operation of a computer and assigned software.ABILITY TO:Provide exemplary customer service to both internal and external customers.Assist the general public with building, planning and zoning questions and issues.Receive and process minor permit applications.Learn and apply GIS applications to prepare related graphics, visual aids, and maps.Establish and maintain cooperative and effective working relationships with others.Coordinate evaluation of permit applications with other City departments and outside agencies.Interpret, apply and explain zoning ordinance and related land use regulations to others.Research material and compose written reports.Plan and organize work.Operate a computer and standard office equipment.Work independently with little direction.Report to work every scheduled workday.Process permit applications for new construction and building modifications.Calculate and collect building permit fees.Review residential plans for code compliance.Communicate effectively both orally and in writing.Learn the various codes enforced by the Building Safety Division.Answer code questions related to residential construction.Prepare and maintain records, logs and reports related to assigned activities.Meet schedules and time lines. Supplemental InformationEDUCATION AND EXPERIENCE:Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledgeand abilities would be:EXPERIENCE: Two (2) years of experience in a public permit review setting is preferred however not required. Experience in the fields of construction, office administration, plan review, planning, engineering, environmental studies or related fields is also acceptable. EDUCATION: Equivalent to the completion of the 12th grade supplemented by college-level coursework in Construction Management; City/Urban/Regional Planning; Environmental Sciences; Architecture; Engineering; Public Administration; or another closely related field. ICC Permit Technician Certification will be accepted in lieu of college-level coursework.LICENSES/CERTIFICATIONS AND OTHER REQUIREMENTS: Valid California driver's license. Valid ICC Permit Technician Certificate or the ability to obtain certificate within 1 year of date of hire.
