ICF is currently seeking Direct Operations Case Coordinators capable of leading a team of Case Coordinators working directly with ORR care provider staff and federal staff to make recommendations for the release and/or transfer of unaccompanied children as well as any related case consultations to support the overall best interest of children in ORR custody. The purpose of this project is to develop and maintain a national case coordination program which provide child welfare-based recommendations for unaccompanied children in Office of Refugee Resettlement (ORR) custody, particularly in the areas of safe and timely release, identification of children with special needs and development of corresponding recommendations, and placement recommendations. As the Direct Operations Case Coordinator, you will directly support the team of Case Coordinators working with care provider and ORR staff in carrying out program functions in a way that values transparency and respects the children, families, and staff that serve them throughout the ORR system.

Candidates must have demonstrated understanding of unaccompanied children, child welfare best practice, and the ability to maintain positive relationships with clients and colleagues. In addition, candidates must be bilingual in English and Spanish.

Direct Operations Case Coordinator duties involve onsite and remote work to accomplish all required duties. The position does require covering for Case Coordinators as needed and regular visits to care provider sites as part of their regular duties. The teams under the oversight of Direct Operations Case Coordinators are assigned to one or more care provider facilities and/or influx facilities as needed. Travel up to 20% to be on-site at a facility.

Must live within 50 miles from an ORR facility and be available to work some nights/weekends to meet the demands of the role.

Key Responsibilities:

+ Responsible for ensuring appropriate Case Coordinator coverage at all provider sites within their assigned geographical area.

+ Provide an excellent level of supervision and operational oversight of assigned Case Coordinator team.

+ Provide guidance and technical assistance related to Case Coordinator duties and ensure all related tasks are completed efficiently and in compliance with program policies and procedures and a high standard of care related to the safe and timely release of unaccompanied children and all related recommendations.

+ Conduct regular site visits at provider sites as part Case Coordinator oversight.

+ Service as the primary point of contact for government and care provider staff at care provider sites in geographic area of assignment.

+ Ensures appropriate elevation of individual case issues to ORR staff related to clinical, safety and well-being issues for behavioral/mental health, physical health, juvenile justice concerns, and other specialized needs which affect provision of services, appropriateness of placement, and/or the safe and timely release of unaccompanied children.

+ Elevate operational concerns to ICF project leadership.

+ Other duties related to case coordination goals for unaccompanied children's safe and timely release and related ORR needs.

Basic Qualifications:

+ Master's degree in social work or a social science related discipline and 5+ years of demonstrated post-graduate child welfare, case management, social service, and/or mental health professional experience OR a Bachelor's degree in social work or a social science related discipline and 8+ years of demonstrated post-degree child-welfare, social service, case management, and/or mental health professional experience; or a non-qualifying bachelor's degree and 10+ years of demonstrated post-degree child welfare experience.

+ 1 plus experience working with immigrant youth and families.

+ 1 plus year of supervisory experience.

+ 1 plus year experience demonstrated ability to review case files and assess/document information from a variety of sources.

+ English/Spanish bilingual

+ Tier 2 Security Clearance or the ability to secure such clearance.

Preferred Skills:

+ Knowledge of migrant/refugee issues, particularly related to UC and sponsor families and the processes/documentation required for sponsor release.

+ 3 plus experience working with immigrant youth and families is highly preferred.

+ Education and/or experience in the application of race equity, diversity, and inclusion of social justice strategies in human service settings.

+ Working knowledge of challenges related to unaccompanied children's placement and release and post-release services.

+ Experience working for a refugee program.

+ Experience in mental/behavioral health for children or experience with juvenile justice programs.

+ Prior work experience in a consulting environment.

+ Experience using MS Office suite

**Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$71,958.00 - $122,328.00
