Position Overview & Purpose

The Director of HSE role exists to oversee and lead the development, implementation, oversight, and enforcement of all company Health, Safety, and Environmental (HSE) initiatives. The Director of HSE must possess the utmost level of integrity and be capable of influencing an organization in pursuit of a Goal Zero mindset. This role is employee facing. It requires passion, energy, and the ability to skillfully articulate in an understandable fashion. This role must be focused on the details and committed to following process. The ability to read, write, comprehend, communicate, and follow a process, possibly under stress, is critical to the Directors success. The Director of HSE is the thought leader to all things HSE and should be assertive, direct, approachable, and professional in the execution and leadership of all things HSE. This role is tremendously important and impactful to the long-term strategic goals of the company and the primary resource to the stewardship of our most valued asset, the lives and wellbeing of our team members and environment.

Responsibilities

  • Understand the Baselines business model and how the organization delivers value to our team members and our customers.
  • Understand the geographical challenges our various business segments are subject to.
  • Understand and be able to clearly articulate the basic hazards our team members may encounter daily and how to mitigate.
  • Thoroughly review, comprehend, and evaluate current HSE policy and areas for refinement.
  • Proactively identify HSE gaps, develop practical solutions, up to and including the development of new policies and procedures
  • Develop innovative ways to communicate to the organization HSE policy and the “Why” behind it. Attack the heart and drive HSE compliance through buy in.
  • Be the subject matter expert and ensure compliance too all federal, state, local, and customer regulations (OSHA, EPA, DOT, FMCSA, etc.) pertaining to Baseline business.
  • Develop, implement, and manage a robust internal HSE Program for Baseline that includes accident prevention, safety, hazmat, incident reporting, environmental protection, emergency plans, etc.
  • Maintain compliance and stewardship of all company HSE systems including ISNET & KPA EHS.
  • Conduct HSE audits of Baseline Facilities and Baseline equipment on customer locations. Regularly spot check company provided trucks and FST's ensuring HSE Program compliance and proper use of PPE. Build trust with FST's by coaching them on the importance of compliance before elevating findings.
  • Be a HSE Partner, not the HSE Police. Articulate the goal, ensure the stakeholders understand the expectations, mentor, and coach, be direct in your findings, expect success and compliance, be empathetic but do not accept excuses, and lastly elevate when necessary.
  • Conduct and/or lead root cause failure analysis/investigations for all driving, SIF (serious incident or fatality) events and fires.
  • Ensure we have excellent relationships and are receiving outstanding support from our injury case management and occupational health providers. Regularly evaluate the market and meet with vendors ensuring Baseline is receiving the best support available.
  • Ensure all employees are equipped with and understand how and when to use the company provided PPE.
  • Conduct company-wide training as needed for all HSE related programs for new and existing employees. Special focus should be paid to comprehension and retention of basic lifesaving actions (LSA) for our team members in the line of fire.
  • Work with our training department to develop HSE training material allowing for improved comprehension and compliance.
  • With new team members the Director may be the first work related impression at our company. It is critical that they are organized, engaged, relatable, and attentive leaving the impression that safety is the #1 core value to Baseline.
  • Ensure that onboarding training such as Safeland or PEC are conducted/documented for all new hires.
    • Maintain oversight and ensure that all employees are certified in relevant training applicable to their positions (forklift certification, H2S, PEC, etc.)
    • Maintain proper safety records in accordance with all applicable regulations including documentation of internal safety meeting attendants and details of items covered.
    • Identify any potential unsafe working conditions/practices and recommend corrective action plans that prevent injury, accidents, and harmful environmental impact
    • Develop and communicate Safety Alerts as well as run point on communications during natural disasters, severe weather events, and outbreaks.
    • Function as the point of contact for all customer inquiries and requests related to HSE programs. It is expected that you proactively reach out to our customers' HSE representatives and develop a healthy relationship allowing for excellent communication and best practice sharing.

    Qualifications

    • Minimum 7 - 10+ years experience in HSE Management role developing, implementing and / or managing a safety program in a oil field service environment.
    • Ideal candidate would have extensive HSE background in oil and gas operations, oilfield service, equipment rental, heavy equipment, or related industry
    • Strong negotiation skills with field operations professionals, regulatory and / or industry organizations
    • Proven ability to create and implement an HSE Program for an entire organization
    • Experience working closely with a remote and mobile workforce required
    • Extensive knowledge of federal safety regulations required (OSHA, EPA, etc.)
    • Bachelor's degree required (additional safety related education preferred)
    • Extensive experience in a customer-facing role requiring frequent interaction with personnel at all levels of an organization
    • Experience with mechanical/rotating equipment is highly preferred
    • Strong presentation skills and demonstrated ability to communicate and present information verbally and in writing
    • 50-60% availability for travel to Baseline regions
    • Preferred certifications: DOT, OSHA, NFPA, H2S, PEC, RigPass
