Reporting to the CFO, the Director, FInancial Policy, Tax and Compliance provides guidance in developing and drafting sustainable, enforceable policies and procedures regarding general business operations, finance, procurement, accounting, tax, compliance and regulatory matters. The position assists the Controller and other financial managers and staff in development and realignment of business operations in a manner that aligns high standard practices with long-term organizational goals. Functions will need to align new Workday finance modules and other system interfaces, support research objectives support student needs while encompassing internal controls, productive workflows and forms, and providing high value training and communications content for finance and the university community.

Responsibilities:
  • Develop and expand finance division website with drafting, editing, organization and publication of policies, procedures, forms and regular communications to the university community for all finance divisions; focus on appropriate expense management; travel and other reimbursables; acquisition of services and contract management; tax and compliance matters.
  • Create, coordinate and document workflows and training materials consistent with Workday finance and payroll operations for finance staff and university user community.
  • In consultation with grants office, ensure regulatory compliance and best practices in alignment with Uniform Guidance and sponsored program requirements. Review policies and procedures for conformity with regulations and provide adequate internal controls. Maintain reference guides, communicate policies and design and provide training as necessary. Coordinate appropriate follow-up review and audit to ensure compliance.
  • Provide current guidance on tax compliance, reporting, and procedures related to 990 & 990T, tax-exempt bonds, unrelated business income, sales and use tax, student tuition & scholarships, and student income reporting for local, state and federal purposes in US and Canada. Perform lead role in preparation of all tax & arbitrage matters related to tax-exempt debt. Conduct tax research and coordinate with counsel and outside tax advisors as needed.
  • Conduct RFPs and RFIs as needed to update university financial operations and third party relationships for financial services such as banking, procurement, purchasing & credit cards, and travel management. Monitor performance and satisfaction with third-party service vendors.
  • Manage and execute special projects including data-gathering and report generation on internal control, special audits, legal and trustee matters. Coordinate project resources with internal audit as appropriate. Assist in coordination and preparation of reports for trustees and other special purposes. With respect to daily operations of finance, provide back-up as needed.
  • Other administrative and operating duties as assigned by the CFO or Controller.
Qualifications:

  • Bachelors degree in business administration with an emphasis in accounting or related field. Minimum ten years experience, including minimum five years in senior managerial finance or public accounting role, in a higher education or non-profit environment.
  • Ability to balance competing priorities with expectations of confidential, high standard work outputs. Experience in the use and maintenance of computerized accounting systems.
  • Proficient knowledge of sponsored research regulations, non-profit tax matters, and sustainable business policies, preferably in a higher education setting. Evidence of effective verbal and written communication skills.
  • Demonstrated proficiency in Microsoft Office applications. Strong analytical skills and attention to detail.

Working Conditions

  • Hybrid work environment, requires minimum three days per week in person at the Old Westbury campus. Up to two days per week, work may be performed at home or other suitable location conducive to confidential remote work.

New York Tech considers factors such as (but not limited to) scope and responsibilities of the position, candidate experience/expertise, education/training, key skills, geographic location, internal peer equity as well as market, organizational considerations and/or applicable collective bargaining agreement when extending an offer.

Minimum Salary:USD $115,000.00/Yr.Maximum Salary:USD $140,000.00/Yr.
