This position will be responsible for creating inclusive organizational human resources practices, building a dynamic, diverse and innovative team and supporting the mission of the System. This position leads a team of 15.Minimum QualificationsMaster's degree and eight years' experience working in a role where the main duties included recruitment, civil service administration, talent acquisition, benefits administration, payroll administration, employee relations and other functions typical of a human resources office and five years of direct human resources-related supervisory experience of at least one subordinate ORBachelor's degree and ten years' experience working in a role where the main duties included recruitment, civil service administration, talent acquisition, benefits administration, payroll administration, employee relations and other functions typical of a human resources office and five years of direct human resources- related supervisory experience of at least one subordinate ORAssociates degree and twelve years' experience working in a role where the main duties included recruitment, civil service administration, talent acquisition, benefits administration, payroll administration, employee relations and other functions typical of a human resources office and five years of direct human resources- related supervisory experience of at least one subordinate.Preferred QualificationsExperience working in a leadership capacity for a public sector or medium-sized (200+ employees) organizationAbility to build trusting relationships and influence at all levels of the organization and work effectively with othersA steward of ethical behavior who actively supports a diverse, inclusive, and equitable workplace cultureAbility to build strong working relationships across all levels of the organization and work effectively with othersAbility to organize and prioritize work in a dynamic and complex environment to meet deadlines and daily requirementsCustomer service experienceImpeccable written, verbal, and presentation skills, with a sharp attention to detailAbility to maintain strict confidentialityAbility to analyze complex, sometimes ambiguous information and acquire data from multiple sources when solving problemsGood organizational skills, including the ability to prioritize tasks and delegate when appropriateAbility to work in a fast-paced environment under tight deadlines, navigating systems and transforming department of scale and complexityComputer skills, including Excel, PowerPoint, and Word, and the ability to quickly learn new softwareThorough knowledge of applicable Laws, Rules, Regulations, trends and best practices in all areas of human resources including Civil Service Law, FMLA, COBRA, FLSA, and ADA.HR professional certification(s)Work ModalityThis position is subject to a hybrid work schedule.Job DutiesThe duties of the Director-Human Resources include, but will not be limited to, the following:Manages, directs, monitors, and supports department staff members, including advising staff members on complex issues, providing guidance and leadership, provides or coordinates staff training, and preparing performance evaluationsNegotiate and administer the union contract and maintain constructive working relationship with unionOversee development and administration of employee benefit programs, including health and dental insurance, EAP, flexible spendingOversee the development and maintenance of organizational staffing structures to meet the operational goals and objectives of the System and oversee processes to recruit and select staff.
