Job DescriptionReporting directly to the Assistant Vice President of Operations & Finance, this position will review and audit change orders and invoices related to construction and lead and/or participate in construction risk assessments. The successful candidate will have experience auditing and reporting on construction costs including operational/financial/non-financial information, contract compliance, and project reports. This position will audit and certify all approved contract payments, and review and approve contract change order payments requested for work performed for construction, equipment, and related consultant and construction services by NYC H+H contractors and consultants prior to payment by New York City Health and Hospitals (NYC H+H).General tasks and responsibilities will include: Ensures that the Contractor/Vendor has fulfilled their contractual obligations and NYC H+H has received appropriate value in a competitive bid process and construction management projects. Performs field audits to physically verify vouchered amounts and evaluate the quality and progress of work. Conducts audits as necessary, drafts high quality reports and other communications. Leads audits and reviews change orders (change directives, engineering change notices, field change requests) to assess accuracy and reasonableness. Additionally, reviews non-competitive bids to ensure that costs are reasonable. Verifies that the work in a change order is not already within the scope of the original contract and verifies that the work was necessary and conforms to the drawing, design, and unit costs in case of unit price contract. Reviews change orders and vouchers for accuracy of contractors' prices, labor rates, construction quantities, insurance costs and calculations. Verifies compliance with prevailing wages as prescribed by the comptroller's office. Supports construction cost testing including reconciliation of invoices, purchase orders, and construction control documents. Analyzes review of contractor labor billing rates, equipment billing rates and billing methods. Reviews and analyzes, construction claims. Identifies cost savings, operational, and business process improvements. Present on issues to other departments related to engineering and construction audit matters. Testifies in administrative hearings and other court proceedings as required. Other duties as assigned. Travel within all five boroughs of NYC The ability to conduct site visits to active construction sites and have or obtain necessary track training and OSHA certification will be required. Working outside of regular business hours may be required. Physically capable of walking around construction sites compromised of uneven surfaces and climbing stairs and scaffolding A high level of professionalism to successfully represent the Office of Facilities Development Flexibility and the ability to multi-task successfully, able to adapt to changing priorities and circumstances, as necessary
Minimum Qualifications1. A Master's Degree in Business Administration, Science, Health Care Administration, Engineering or related discipline from an accredited college or university or a license as a Professional Engineer or registration as an Architect; and,2. Eight years managerial experience in Capital Program or budget work in the construction field including four years experience in budget administration and management of health care facilities; or,3. A satisfactory equivalent combination of education, training and experience.

- Minimum of five (5) years of experience auditing payment requisitions and change orders, knowledge of various types of capital construction and consultant contracts, and applicable regulations and directives of the City of New York
