Summary:
Under the direct guidance and supervision of the Chief Program Officer, the Director will provide oversight of all program operations and educational services that impact opportunities needed to maintain compliance with the Department of Education and Office of Children and Family Service (OCFS).

Operational Services:
* Provide valuable suggestions for continuous improvement of existing programs and assist in the identification, development, and implementation of new grants and programs to enhance service offerings
* Develop and implement procedures and tools that assist in facilitating program assessment, evaluation and planning, recruitment, enrollment, and retention of children, family, and staff,
* Establish protocols for monitoring program expenditures and maintaining individual budget expenses
* Compile and complete detailed In-Kind monthly reports, ensuring accurate documentation
* Conducts monthly fire drills to ensure the safety and preparedness of both children and staff in case of emergencies
* Monitor and manage parent billing processes to ensure accuracy and timely payments
* Cultivate and strengthen community relationships by collaborating with other agencies to create a supportive network for program development and outreach and actively participates in Self-Assessment /Monitoring activities to identify areas for improvement and ensure compliance with program standards
* Monitors all database entries. to ensure compliance with the funder's requirements, maintaining accurate and up-to-date records
* Review, revise, and approve significant classroom purchase requests, ensuring alignment with program goals and budgetary considerations.
* Attends Early Childhood Quality Council and UPK /Head Start council meetings and training.
* Oversight of the planning of culturally sensitive menus that meet children's special needs following the Child and Adult Food Program (CACFP) guidelines, including partnership with local nutritionists to assist with individual children's nutritional needs. Stablishes overall wellness plans for children, families, and staff.
* Oversight and supervision of on-site food services and food services for Centro de Oro.
* Develop and maintain relationships with local schools, service providers, consultants, community agencies, regulatory bodies, and funders providing education, family literacy, and services to children and families with disabilities and serve as a liaison for Rochester School District Early Childhood Education.
* Coordinate the Summer Leap program in partnership with the Greater Rochester Summer LEAP Association. Determine the number of children served depending on available funding.
* Supervise and work collaboratively with maintenance staff. Takes immediate action on safety-related issues. Ensures that all health and safety practices are carried out and maintained. Oversee daily facility operation by OCFS regulations.
* Oversee all safety and housekeeping rules and procedures and support and encourage safety and good housekeeping throughout the center.
Staffing:
* Plans, implements, and oversees the day-to-day operation of the center.
* Plans and directs daily coverage according to child/adult ratio.
* Directly supervises all management staff and completes performance appraisals.
* Recruits, interviews, hires, and trains new staff, and completes all disciplinary actions, including recommendations for terminations.
* Provides staff with technical assistance as needed.
* Plans and implements staff meetings and training according to the requirements of Head Start, Office of Children and Family Services (OCFS), and Child and Adult Care Food Program (CACFP). Assist with the compliance of Professional Development, both individually and as a group.
* Monitors staff files to ensure compliance with training, physicals, and performance appraisals.
Family Services:
* Approves all newly enrolled daycare applications, transfers, and withdrawals of children.
* Participates in parent meetings and provides monthly reports and updates.
* Leads the planning and implementation of parent orientation, curriculum events, field trips, holiday celebrations, and parent workshops.
* Completes and implements School Year Parent Activities Outline.
* Plans and implements new school year and end-of-the-school-year activities for staff, parents, and children.
* Handles and resolves all parent concerns and complaints. Work cooperatively with funders to find solutions that best meets child and family needs.
* Ensures the integration of efforts within program operations to develop and implement curriculum and provide services for all children and children with special needs.
Authority:
This position holds a relatively high degree of independence within the framework of the agency's policies and procedures. Must exercise considerable autonomy, and initiative and make decisions regarding completion of tasks and monitoring activities. Must use sound judgment in reaching those decisions and use established policies and procedures in the day-to-day direct service tasks.
Requirements
Position Qualifications:
Competency Statement(s)
* Bachelor's degree in education or related field OR Director Children's Program Administrator credential.
* 2 years of classroom experience working with young children.
* 1 year of supervisory experience.
* Bi-lingual in Spanish, both written and verbal.
* Minimum of three to five years of successful experience working with low-income and diverse populations.
* Experience with planning, implementation, and coordination of programs.
* NYS background check.
* Must possess a valid NYS driver's license, satisfactory driving record, and transportation.
