Director of Facilities OperationsThe Director of Facilities is responsible for supporting the academic mission of Sharon Public Schools by overseeing the planning, operation and maintenance of district facilities. This individual provides leadership in ensuring each school's facilities meet the changing needs of its academic programs, faculty and students. The Director of Facilities manages the upkeep of existing facilities including capital projects; proactive management of utility costs and energy conservation and ensuring a safe and secure campus environment. The Director of Facilities maintains and oversees the buildings, mechanical and electrical systems, buildings, grounds, custodian, maintenance, groundskeeper staff, and other related services for the District.REPORTS TO: Assistant Superintendent of Administration and Finance Job Description
  • Assist in the development and implementation of a detailed, Capital Improvement Plan to improve the overall facilities.
  • Interface and coordinate with local town departments, public works staff, police and fire departments, and members of the community.
  • Facilitate solicitation of service contracts, design and construction services and other consultants as needed.
  • Supervise and evaluate the performance of assigned staff; assign and review work and participate in the selection of new personnel as assigned; recommend and participate in disciplinary action as needed.
  • Conduct inspections and recommend the removal of fire, safety or health hazardous items. Assist in coordination of: asbestos related issues, lead, chemicals, and mold-related issues. Oversee the safekeeping and proper disposal of waste.
  • Instruct staff in safe and proper work practices.
  • Facilitate in the coordination of large projects including deferred maintenance, preventive maintenance, energy conservation, asbestos removal, mold removal and capital projects.
  • Read and interpret building plans, blueprints and specifications to assure conformance with building and safety codes, regulations and requirements.
  • Monitor and advise the Superintendent on snow related delays and closures and direct snow removal on school property.
  • Knowledge of State Procurement Laws, Bid Specification Preparation, Prevailing Wage Laws, Right to Know and CommBuys process.
  • Coordinate purchase of supplies, equipment & contracted services utilizing local, state & federal procurement procedures.
  • Regularly review utility trends and consumption. Offer ideas for energy conservation opportunities and efficiency improvements.
  • Manage energy audits and I technical analyses for improving O&M, enhancing building automation and energy management systems through software programming and ensure accurate energy metering.
  • Monitor all school building project work and act as liaison between staff and contractors, ensuring continuity of information sharing.
  • Regularly tour buildings to ensure safe and efficient facility maintenance in conformance with the highest standards.
  • Plan, organize, coordinate and supervise the operating budgets; operation and maintenance, repair, alteration and construction of school assets and systems.
  • Manage service contract providers to coordinate and prioritize day-to-day support services activities and work projects;
  • Oversee custodial, maintenance and trades personnel, assign, review and evaluate the work of in-house personnel and service providers involved in each of their assignments.
  • Conduct continuing staff training and retraining including but not limited to OSHA, EPA compliance, asbestos and MSDS.
  • Plan, organize, coordinate and oversee day-to-day operations of the maintenance department including and not limited to; H.V.A.C., plumbing, electrical, carpentry, painting, buildings and grounds, locksmith, fire protection and fire alarm to assure the proper and efficient management of schools.
  • Facilities Troubleshooting: Analyze technical and operational problems and devise technical solutions or processes to address those problems.
  • Maintain a building fire safety systems including warning and suppression subsystems to include ensuring that the building's fire safety systems are operational at all times.
  • Ensure security and safety systems are intact, operational and followed. Maintain a system of building security to ensure all schools have the necessary resources to be secured during the school day, and are being secured on non-school days and at other times as assigned. Maintain a key inventory and manage the key fob entry system. Work with technology staff and building principals to maintain the security camera system. Coordinate response to alarms when received.
  • Take action to safeguard building assets during power or boiler failure. Assist in the operation of emergency shelters when contacted by Town, Fire or Police departments.
  • Maintain blueprints, equipment records, and registration records on all school facilities and vehicles including copies of all building equipment warranties, manuals and technical bulletins.
  • Oversee the registration, insurance, and maintenance of all school vehicles.
  • Performs other duties as assigned by the Superintendent, Assistant Superintendent or their designees.
Qualifications:
  • Must possess knowledge of facilities, building systems, construction, IT terminology, OSHA regulations, building codes, environmental agency requirements, life safety standards, financial and asset management, and capital planning and management.
  • Minimum of 7 years of related/progressive work experience.
  • Minimum of three years supervisory experience preferred.
  • Ability to become certified as Massachusetts Certified Purchasing Official ( MCPPO) within 1 year of employment.
  • Must have a valid Driver's License.
Preferred Qualifications:
  • Bachelor's degree in facilities management or related field.
  • Construction License and/or trade licenses.
  • Prior experience working with a unionized workforce and understanding union contracts.
