Job Description PURPOSE OF POSITION: Under direction of hospital's Chief Financial Officer, plans, organizes, and directs functions and Activities of Patient Access section related to Patient Registration, Financial Counseling, and Financial Clearance. Implements policies, systems and procedures related to staffing, supervision of personnel, coordination, control, audit, and review of Patient Access activities to attain Corporations' goals and to maximize reimbursement for inpatient services, and outpatient services, in accordance with policies, guidelines and systems established by the Corporation: AREAS OF RESPONSIBILITIES Patient Registration throughout all outpatient clinics including radiology, behavioral health, Ambulatory Care, and Vaccine Clinics. Financial Clearance for scheduled procedures and admissions, Advanced Imaging, Ambulatory Surgery, and Infusions: SUMMARY OF DUTIES AND RESPONSIBILITIES Plans, directs and coordinates daily operations of the front-end revenue cycle functions (Registration, Insurance verification, Financial Counseling, etc.). Manages personnel and provides leadership through effective guidance, feedback and delegation. Provides clear expectations of Patient Access Employees. Collaborate with clinical service lines, to implement new initiatives and to provide registration, and financial clearance support. Monitor work queues to ensure accounts are resolved timely in order to secure reimbursement. Review reports in Epic to most effectively manage staff resources. Serves as a resource to staff on issues of insurance verification, and financial counseling processes and standards, systems and technology, insurance guidelines and regulatory requirements. Ensures all Patient Access functions are performed in accordance with the guidelines of NYC HH policies and procedures. Use key performance indicators to manage operations and continuous performance improvement efforts. Prepare data for weekly huddles and combined front-end and back end meetings. Identifies root cause issues, develops and implements action plans for improvement. Measures staff quality and activity. Communicates results and provides support staff development and process improvement to enhance quality of work activity. Minimum Qualifications 1. Master's degree with a major in accounting, finance or business administration with emphasis on accounting and financial systems from an accredited college or university; and four (4) years of responsible level experience in fiscal management or administration with an emphasis in financial systems, management information and controls, of which at least three (3) years shall have been in responsible administrative or managerial capacity; or 2. Baccalaureate degree with a major in related fields, as indicated in (1) above, from an accredited college or university; and five (5) years of experience as indicated in (1), of which at least three (3) years shall have been in a responsible administrative or managerial capacity; and 3. Knowledge of total accounting and financial management both in systems theory and practice; or 4. A satisfactory equivalent of education, training and experience. However, all candidates must have a minimum of a Baccalaureate degree in disciplines, as listed in 1 above.
