Job Description Role Description: The Director of Government Affairs (DGA) serves as the primary liaison between Tianjin Juilliard and all levels of government. Working closely with the Chancellor and CEO, the DGA leads institutional initiatives involving government interactions. The role involves fostering strong relationships with joint venture partners, ensuring effective communication, supporting compliance, and enhancing the institution's role as a community partner through engagement with local governments on educational and cultural initiatives. Primary Responsibilities: 1. Strategic Government Relations: Collaborate with the Chancellor and CEO to develop strategies for strengthening relationships with current government partners and cultivating new partnerships with key leadership across Binhai, Tianjin, and China. 2. Regulatory Compliance: Ensure regulatory compliance for joint ventures, working closely with the Dean's Office to address institutional needs. 3. Government Grants & Funding: Actively pursue government grants, subsidies, and special project funding to support institutional initiatives, research, and expansion efforts. 4. JV Partner Communications: Partner with Finance and Operations to facilitate effective communication with joint venture partners, ensuring smooth and collaborative relationships. 5. Institutional Advocacy: Engage in advocacy efforts to influence local and national policy, ensuring Tianjin Juilliard's interests are considered in legislative developments. 6. Community Engagement: Collaborate with local governments to support the smooth operation of Graduate, Pre-College, Public, and Continuing Education programs, ensuring alignment with local policies and regulations. 7. Institutional Event Support: Work with the Executive Office, Dean's Office, and Development teams to support the successful execution of major institutional events. 8. Stakeholder Liaison: Triage and respond to internal and external requests, serving as the key interface between faculty, colleagues, students, and Board members on government-related matters. 9. Institutional Culture Advocacy: Serve as a member of the Executive Office to gain a deeper understanding of institutional culture and priorities, advocating for and protecting the values of Tianjin Juilliard through effective communication with key stakeholders. 10. Internal Training: Provide workshops and briefings to departments on government relations and compliance to empower staff in navigating governmental processes. 11. Other Duties: Perform additional responsibilities as assigned by the CEO and Chancellor. Key Requirements:
Proven Experience in Government Relations: Minimum 8-10 years of experience working with local, provincial, and national government entities, with a preference for those familiar with education or joint venture sectors. Strong Network with Governmental Bodies: Established relationships with government agencies in Binhai, Tianjin, and China are highly desirable, as well as the ability to cultivate new partnerships. Expertise in Regulatory Compliance: Demonstrated knowledge of regulatory frameworks in China, particularly those governing joint ventures and educational institutions. Grant and Funding Experience: Experience securing government grants, subsidies, and other forms of project funding to support institutional initiatives. Bilingual Communication Skills: Fluency in both Chinese and English, with excellent verbal and written communication skills to facilitate seamless interactions between stakeholders. Leadership and Collaboration: Ability to work collaboratively with institutional leadership, faculty, and staff, as well as external stakeholders, to achieve strategic goals. Advocacy and Policy Engagement: Experience in advocacy, particularly in influencing local and national policy that aligns with institutional objectives. Problem-Solving and Negotiation Skills: Proven ability to navigate complex regulatory environments and negotiate with various government entities on behalf of the institution. Cultural Understanding and Diplomacy: Deep understanding of the cultural dynamics of working in a US-China joint venture, with the ability to represent and protect institutional values. Educational Background: A master's degree in public administration, law, political science, or a related field is preferred.
