ABOUT THIS POSITION: The work involves responsibility for coordinating, scheduling and supervising all network, data communication, technical services, and data center operations activities within an Information Technology Department. The incumbent is responsible for creative solutions to meet user and application requirements through the effective use of system resources and networking. This is responsible and complex work that includes responsibility for understanding the formulation and interpretation of policy as it relates to the Infrastructure Services Division within an Information Technology Department. The incumbent will work directly with department administration to understand the implication and incorporation of technical services policy as it relates to the department as a whole. Direct supervision is exercised over a number of technical, professional staff. Does related work as required. REPORTS TO: Chief Information Officer TYPICAL WORK ACTIVITIES:
- Administers the planning of information technology resources such as equipment, staff, and organization.
- Plans, directs, coordinates the delivery of computer services.
- Reviews proposed, new or revised data center or network equipment and procedures.
- Maintains security of data in the data center and as it is transmitted over the network. Coordinates the use of system equipment and how it relates to and is incorporated with the other functional areas of the department.
- Assigns personnel to the various projects, directs their activities, and instructs directly or provides for the proper training in operations and data handling.
- Monitors project progress.
- Reviews plans, workloads, and scheduling issues with staff.
- Reviews and evaluates work of subordinates and periodically submits performance reports to the department head.
- Reviews technical problems and recommends solutions.
- Establishes procedures for performing/modifying project tasks.
- Conducts project staff meetings.
- Maintains work standards and provides training.
- Assists subordinates in the solution of complex problems such as design concepts, program writing or debugging.
- Develops short and long-range goals and objectives.
- Formulates and implements policies using independent judgment.
- Plans, directs and coordinates the delivery of computer services.
- Develops information technology methods, procedures, standards and controls.
- Determines personnel policies, resolving staff problems and staff evaluation.
- Provides administrative and technical assistance to subordinate Infrastructure Service Section staff.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
- Thorough knowledge of computer processing systems, principles and methods of application.
- Good knowledge of the principles and practices of supervision.
- Ability to plan and supervise the work of technical staff subordinates in a manner conducive to full performance and high moral.

- Ability to express one's ideas clearly and concisely and to prepare comprehensive and detailed written and oral reports.
- Ability to analyze problems as well as evaluate, recommend and implement solutions.
- Ability to analyze and evaluate current systems and strategically plan for future upgrades and growth.
QUALIFICATIONS:
- This position will be hired provisionally. All candidates must meet the minimum qualifications on the Onondaga County Civil Service job description for this title. When the exam for this title is offered, the successful candidate must pass the exam and be reachable on the resulting eligibility list, in order to be retained.
Promotion:
- Two (2) years of permanent competitive class status in the title of Data Communications Manager, Manager of Technical Support, Operations Systems Manager or Manager of Operations and Programming.
Open-Competitive:
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents with a baccalaureate degree in Computer Science or a closely related field and six (6) years of professional level work experience, or its part time equivalent, in network administration, technical services or data operations, three (3) of which must have been in a supervisory capacity; or, Ten (10) years of work experience, or its part-time equivalent, in network administration, technical services or data operations, three (3) of which must have been in a supervisory capacity; or, An equivalent combination of training and experience as defined by the limits of A and B. - The successful candidate will be required to pass a fingerprint-based background check, at the cost of $102.50 to the candidate.

SALARY/COMPENSATION: The current starting salary range for this position is $105,000-$135,000 per the Unit 11 contractual agreement. The exact salary will depend on experience.
