Salary: $8,944.00 - $9,836.67 MonthlyLocation : KerrvilleJob Type: Regular Full-TimeJob Number: 2024-00064Department: Parks and Recreation DepartmentDivision: Parks MaintenanceOpening Date: 12/20/2024Closing Date: ContinuousJob Summary Supervise and promote the Parks and Recreation department and activities, and provide technical information to other departments and agencies. Principal Duties and Responsibilities This information is intended to be descriptive of the principal duties and responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
  • Oversees and provides leadership for the Parks and Recreation Department and all divisions including, but not limited to Aquatics, Community Events, Golf, Kerrville-Schreiner Park, Parks Maintenance, Recreation, Sports Complex, and Tennis.
  • Manages the development and implementation of department goals, objectives, policies and priorities for each assigned division.
  • Within City policy, establishes appropriate service and staffing levels, and allocates resources accordingly.
  • Develops and maintains policies and regulations pertaining to parks and recreation.
  • Ensures compliance with all local, state, and federal regulations and laws governing department activities.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
  • Serves as department lead for capital projects.
  • Acts as official departmental representative and provide staff assistance to other City departments, City Manager's Office, elected officials, and outside agencies.
  • Explains and justifies department programs, policies, and activities.
  • Negotiates and resolves sensitive, significant and controversial issues.
  • Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies.
  • Meets with management staff to identify and resolve problems.
  • Manages and participates in the development and administration of the department budget and budget adjustments as necessary.
  • Directs the monitoring and approval of expenditures.
  • Participates as a member of senior staff.
  • Reviews and signs all higher-level department communication.
  • Prepares agenda bills; attends City Council and assigned boards, commissions and / or committee meetings and takes necessary action regarding Council and / or committee agenda items as well as provide staff support to such assigned boards, commissions and / or committees.
  • Stays informed and up-to-date on new trends and innovations in the field of Parks and Recreation and Facilities Maintenance.
  • Performs other duties as may be assigned.
  • Required Knowledge, Skills and Abilities
    • Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent, and experience.
    • Knowledge of Parks and Recreation industry standards including operations, maintenance, and programming.
    • Knowledge of municipal government planning and preparation, and public administration financing and purchasing regulations.
    • Knowledge of public relations, marketing, and public information concepts and practices.
    • Excellent leadership and staff development skills.
    • Excellent computer skills including Word, Excel, PowerPoint, and Outlook.
    • Excellent communication, public speaking skills, and customer service skills.
    • Ability to effectively plan, organize, and maintain records, implement written policies, and maintain good working relationships.
    • Ability to exercise good judgement and provide technical assistance to others.
    • Ability to analyze problems and present appropriate recommendations.
    • Ability to maintain regular and predicable attendance.
    Education, Certification and Experiences
    • Possession of a Bachelor's degree from an accredited university in a related field, or an equivalent combination of experience and education with a minimum of five years of experience.
    • Possession of a valid Texas Class C Driver's License.
    • A National Recreation and Parks Association Certified Parks and Recreation Professional (CPRP) or Certified Parks and Recreation Executive is preferred.

    • Life and Accidental Death & Dismemberment (AD&D) Coverage: With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
    • Long Term Disability Insurance: With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
    • Longevity: With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
    • Voluntary Life Insurance: The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
    • Voluntary AD&D: The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
    • Voluntary Short-Term Disability: The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply.
    • Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
    • Optional Deferred Compensation: The employee may contribute to a 457 plan through Mission Square Retirement.
    • Social Security: Current rate is 6.2% for both employee and employer
    • Medicare: Current rate is 1.45% for both employee and employer.
    • Vacation - 12 days annually during first five years of employment (accrued monthly)
    • Sick Leave - 12 days per calendar year (accrued monthly)
    • Holidays - 14 holidays plus two floating day
