Northern Wasco County PUD in The Dalles, OR is seeking a dynamic and experienced Director of Power Resources to lead our growing team and oversee the day-to-day operations of our Power Resources department. The ideal candidate will have experience in strategic planning, operational efficiency, and leadership, with a strong emphasis on delivering exceptional results and driving continuous improvement.
GENERAL SUMMARY:
The Director of Power Resources will have oversight of the operations and maintenance of the generating facilities for the District. This role will perform complex power analysis in support of budget and rate development, as well as negotiate and facilitate contracts for electricity and transmission. In addition, the Director of Power Resources will develop relationships with potential third-party power suppliers or industrial customers for new projects. As a key member of the executive management team (EMT), the Director of Power Resources will influence decisions at all levels in the organization and continually enhance relationships with managers based on collaboration and clear expectations. This role will also be responsible for fostering a work environment with a focus on engaged employees, driving results, customer satisfaction, staff development and safety. It fosters external relationships to promote the image and competitive position of the District.
QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications): Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.
Education/Experience:
* Bachelor's degree in economics, engineering, business administration, finance, accounting, statistics, public administration, or related field required.
* Ten (10) years of experience required.
* Master's degree preferred.
* Professional Engineer License (PE) or Project Management Professional (PMP) preferred.
GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:
* Develop short- and long-range plans and goals for area(s) of responsibility.
* Directs changes in priorities and schedules as needed to ensure work is completed in an efficient and timely manner.
* Manage power delivery operations with a focus on ensuring exceptional internal and external customer service.
* Identifies and researches contract requirements for power purchases, power sales, transmission, and other related contracts.
* Contract origination and implementation, including BPA and other wholesale power and transmission counterparties.
* Manages the various aspects of the Bonneville Power Administration (BPA) contracts for both Power and Transmission.
* Administer division budget to ensure effective resource allocation and fiscal responsibility for a total annual budget of +$100M.
* Prepare energy billing and settlement arrangements with suppliers, and counterparties.
* Perform energy preschedule and real-time schedule adjustments in coordination with hydro operations staff and wholesale counterparties.
* Provide leadership, direction and coaching to staff; supervises, hires, schedules, develops, manages, and leads staff; and manages performance with a focus on continuous improvement.

Secondary Functions:
* All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.
