The Virginia Department of Agriculture and Consumer Services seeks an experienced Director of Procurement and Support Services for the Office of Administrative and Financial Services. The selected candidate will plan and direct the purchasing functions of the agency, ensuring compliance with all state procurement laws, rules, procedures and regulations. Duties include handling complex procurements; providing contract development and administration; overseeing compliance issues; performing dispute resolution and serving as the eVA and small purchase charge card expert for the agency. Additionally, the position is responsible for preparing and executing agency purchase orders, RFPs and IFBs in accordance with applicable laws and policies; managing the agency's mail room, print shop operations, and transportation operations, record retention and surplus property; and maintaining the agency's plan to increase use of SWaM vendors and support initiatives outlined in the plan and report. The position will participate and support the division n achieving team strategies and backing up other functions as needed. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth's telework policy.
Minimum Qualifications
Comprehensive knowledge of procurement and contract practices and procedures (both domestic and international); of administration, organizational and management practices and procedures; and of the competitive and non-competitive bidding and negotiation procedures in contracting for a wide range of goods and services. Knowledge and experience with governmental purchasing policies and procedures to include Small, Women and Minority requirements; and administration of Small Purchase Charge Cards. Knowledge of state mail room and print shop operations; transportation officer duties, records retention and surplus property policies are helpful. Strong analytical, organizational, and customer service skills in working with internal and external customers. Effective oral/written communication skills. Computer proficiency with standard business software applications as well as using an automated procurement system. Demonstrated ability to be detail-orientated; write policies and procedures; supervise and train staff; understand and interpret numerous and diverse laws and regulations; make presentations; analyze and evaluate information and make decisions; and work independently. Current experience in a progressively responsible position overseeing procurement and support services functions and staff, including strategic planning, budget management and records retention and coordinating invitation for bids and request for proposals processes from initiation to conclusion. H.S. Diploma/GED required.
Additional Considerations
A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities. Current experience with the Commonwealth's purchasing policies and procedures as outlined in Virginia State Procurement Laws and programs (SWAM, SPCC); experience using eVA and managing its data; and certification as a Virginia Contracting Officer (VCO) and Certified Public Purchasing Officer (CPPO) also considered.
