The incumbent works personally and through subordinates to ensure compliance with applicable federal, state, and local laws, university policies, and the Mississippi Board of Trustees' rules and regulations.Incumbent serves as Chief Law Enforcement Officer of the University, University Emergency Manager, and Administrator of Parking Services.The Director of Public Safety/Chief of Police is also expected to foster collaborative partnerships with both on and off-campus constituents. This position reports to the Vice President for Student Affairs (VPSA) and is a member of the institution's Public Safety unit. View Delta State University Organizational Chart.Essential Job Functions of the Chief of PoliceKey Responsibilities:

• Manages daily operational, financial, and personnel activities of the Delta State Department of Public Safety (DSDPS) year-round.
• Works collectively with the campus community to develop a community policing model that promotes positive engagement between police officers and university departments, employees, students, and the public.
• Serves as Compliance Officer for campus safety-related federal, and state mandates, including the Clery Act and VAWA.
• Develops and implements investigatory processes for criminal incidents, including student conduct code violations.
• Creates protocols for hiring, orientation, and professional development of staff within DSDPS, including certified officers.
• Works collectively and synergistically with local law enforcement.
• Develops and implements departmental protocols and practices using best practices as applicable within the campus public safety profession.
• Serves as Primary Administrator for safety, emergency preparedness, and critical incident management.
• Collaborates with the VPSA and directors to provide students with a safe and secure living and learning environment on campus.
• Creates strategic partnerships and protocols regarding off-campus student behavior and neighborhood relations.
• Serves on appropriate university committees as designated by the University President.

Qualifications

• Bachelor's degree in criminal justice or related fields. A master's degree is preferred.
• Certified Law Enforcement Officer in good standing with the State of Mississippi or certified police officer from a different state who can become certified in Mississippi within 12 months from their hire date.
• Profession of professional experience commensurate with the position.

Salary Commensurate with experience, qualifications, and university's resources. Minimum Qualifications Minimum Professional QualificationsEducation and Experience:

• Bachelor's degree in criminal justice or related fields. A master's degree is preferred.
• Certified Law Enforcement Officer in good standing with the State of Mississippi or certified police officer from a different state who can become certified in Mississippi within 12 months from their hire date.
• Profession of professional experience commensurate with the position.
• Seven (7) years of successful law enforcement experience at a supervisory level.
• A minimum of (15) years of experience working in campus safety or a law enforcement agency.
• Five (5) years or more of progressive experience in administration & management, preferably in a higher education environment.

Knowledge, Skills, and Abilities:

• Knowledge of law enforcement principles, criminal investigation, public administration, personnel supervision, budget preparation, and administration.
• Demonstrated understanding and commitment to community policing.
• Demonstrated experience working with underrepresented populations.
• A valid state driver's license and the ability to secure a Mississippi driver's license.
• Must be able to drive university vehicles and be insurable.
• Professional experience must include community engagement, incident management, threat assessment, and physical security.
• Must provide strategic leadership by building and maintaining a regional and national reputation.
