POSITION SUMMARY:

The Director of Residential Services is responsible for the comprehensive oversight of care, services, and operations within assigned OPWDD-certified residential programs. The role ensures that all services are delivered in alignment with the agency's mission, New York State Office for People with Developmental Disabilities (OPWDD) regulations, and Office of Medicaid Inspector General (OMIG) guidelines. The Director provides leadership and support to the Residential Coordinators/Residence Managers, Program Coordinators/QIDPs, Activity Coordinators, and Shift Supervisors, ensuring operational efficiency, regulatory compliance, and the successful implementation of Person-Centered Planning (PCP) practices.

POSITION DUTIES AND RESPONSIBILITIES:

  • Operational Leadership and Person-Centered Planning:
    • Provide overall leadership in the day-to-day operations of assigned residential programs, ensuring the highest standards of Person-Centered Care and individual choice are maintained.
    • Monitor and enforce compliance with OPWDD, OMIG, and other applicable regulatory bodies, ensuring all services meet state and federal guidelines.
  • Supervision and Staff Development:
    • Lead and provide guidance to Residential Coordinators/Residence Managers, Program Coordinators/QIDPs, and Shift Supervisors. Oversee performance management, coaching, and staff development to enhance service delivery and compliance with standards.
    • Establish clear performance goals, provide necessary resources, and promote professional development to foster a culture of continuous improvement.
  • Regulatory Compliance and Quality Assurance:
    • Ensure strict adherence to OPWDD, OMIG, and Medicaid guidelines, particularly in the areas of billing, documentation, and service provision.
    • Collaborate with Program Coordinators/QIDPs to ensure timely review, approval, and certifying Residential Habilitation Plans, Service Action Plans (SAP), Individual Plans of Protective Oversight (IPOPs), and related documentation for accuracy and compliance with OPWDD regulations.
    • Actively participate in the agency's Quality Improvement initiatives, implementing recommendations from internal and external audits, including those conducted by the Incident Review Committee, ensuring corrective actions are completed within the mandated timeframe.
  • Financial and Budgetary Oversight:
    • Collaborate with the finance department in developing and overseeing budgets for assigned residential programs, ensuring fiscal responsibility and alignment with organizational objectives.
    • Oversee the proper management of agency and individual financial resources, conducting periodic reviews to ensure compliance with OPWDD guidelines for individual service funding and personal allowance management.
  • Human Resources and Recruitment:
    • Lead the recruitment, onboarding, and retention efforts for management-level staff in collaboration with the Human Resources department. Oversee the supervision, evaluation, and development of management personnel to maintain a high-performing team.
    • Ensure staffing levels and assignments are appropriate, in compliance with regulatory ratios, and conducive to maintaining Person-Centered Care.
  • Interdepartmental Collaboration:
    • Work closely with departments such as Placement, Nursing, Behavioral Services, and Training to ensure cohesive service delivery, timely placement of individuals, and compliance with regulatory standards.
    • Collaborate on agency-wide initiatives, including regulatory preparedness, health and safety, and emergency planning.
  • Incident Management and Risk Mitigation:
    • Ensure appropriate incident management procedures are followed in compliance with OPWDD Part 624 regulations, including immediate reporting, investigation, and corrective action plans.
    • Participate in Risk Management and Quality Assurance committees, contributing to the identification and mitigation of operational risks.
  • Training and Development:
    • Ensure all staff under supervision receive the necessary training in OPWDD-mandated areas, such as medication administration, person-centered planning, infection control, and crisis intervention, in collaboration with the agency's Training Department.
    • Stay informed of regulatory changes and ensure that all programs adjust operations accordingly to maintain compliance.
  • Environmental Safety and Infection Control:
    • Oversee the maintenance and safety of residential facilities, ensuring compliance with all health and safety regulations, including those related to fire safety, sanitation, and infection control.
    • Collaborate with the facilities management team to ensure timely resolution of maintenance issues, ensuring all residential sites are clean, safe, and compliant with OPWDD health and safety standards.
  • Technology and Systems Management:
    • Monitor the utilization of electronic systems such as PrecisionCare, Healthec, ECW, NovaTime, Oracle, and telehealth services to ensure they are used effectively for documentation, billing, and communication across the residential programs.
  • Other Duties:
    • Perform additional duties as assigned by the Vice President of Residential Services or senior leadership, including participation in agency-wide initiatives, strategic planning, and representing the agency in community forums.

REQUIREMENTS:

  • Educational/Professional Experience:
    • A minimum of a bachelor's degree in a related field from an accredited institution or 10 consecutive years of managerial experience in an OPWDD-certified setting in lieu of formal educational qualifications.
  • Experience and Expertise:
    • In-depth knowledge of OPWDD regulations, Home and Community-Based Services (HCBS) Waiver, Individualized Residential Alternatives (IRAs), and Intermediate Care Facilities (ICF).
    • Minimum of 3 years of supervisory experience working with individuals with intellectual and developmental disabilities.
  • Compliance Knowledge:
    • Strong understanding of OMIG regulations, Medicaid billing procedures, and compliance with the NYS Justice Center requirements.
    • Demonstrated experience in developing and managing corrective action plans following audits or incident reviews.
  • Flexibility:
    • Availability to provide on-call support, weekend administrative coverage, and work flexible hours as required to meet operational needs.
  • Technological Proficiency:
    • Proficient in the use of Microsoft Office applications and experience with industry-specific software platforms such as PrecisionCare and Oracle.
  • Corporate Compliance:
    • Full adherence to the agency's Corporate Compliance Program, including participation in training, reporting, and compliance investigations.
