QUALIFICATIONS:
- Master's Degree or higher with certification as a Principal, Supervisor, School Psychologist II, or School Psychologist III.
- Five (5) years of experience as a teacher, a school psychologist, experience as a school psychologist preferred.
- Knowledge of special education legislation.
- Interpersonal skills to work effectively with other personnel; and,
- Meets state requirements for position.
GENERAL RESPONSIBILITIES: Under limited direction plans, develops and implements special education and special services for the school district. Assists the Superintendent in the development of strategic planning, policy development and implementation of objectives. PERFORMANCE RESPONSIBILITIES:
- Directs, plans, coordinates, and implements a comprehensive special services program for the school district in support of District strategic goals and operational/educational needs.
- Supervises subordinate personnel staff which involves such duties as instructing, assigning and reviewing work, planning, allocating personnel, acting on employee problems, and recommending promotions and disciplinary action.
- Serves district administrative personnel as technical consultant and advisor regarding curriculum and other types of programs for the students with special needs.
- Represents the district on various regional, state, and/or national councils or committees concerned with special services.
- Maintains pertinent data on each program for the handicapped and makes reports to the Superintendent, the State Department of Education and other appropriate persons or agencies as required.
- Coordinates contracted services for students' education in other district programs, multi-district programs, private programs, or other facilities.
- Keeps abreast of availability of funds (federal or otherwise) for projects and develops or assists in the development of such project proposals as are needed to obtain grants.
- Develops a budget for special service programs for the district with the assistance of personnel of his/her department and presents it to the Superintendent.
- Assumes responsibility for keeping the district in compliance with the state and federal regulations regarding programs for the handicapped and keeps appropriate school personnel informed.
- Supervises various types of screening programs dealing with handicapped students which may be required by the district or the State Department of Education.
- Supervises the services of the school psychologists.
- Supervises the service of Speech Language Pathologists.
- Coordinates the services of physical and occupational therapy.
- Supervises the services of Multilingual Learners.
- Assists the building level administrators with the implementation of special services programs in each school.
- Interprets the philosophy and practices of the special services department to administrators, staff and the public at large.
- Prepares required records and forms.
- Participates in professional meetings and educational conferences.
- Interacts with parents, coworkers, administrators, psychologists, agency personnel, etc.
- Assists with staff development program, planning and training for special needs students.
- Interprets and formulates pertinent policy and procedures in response to legislation and provides related advice to administrators, employees and staff; recommends new or revised policies and/or procedures as warranted; and,
- Performs other related duties as required.
