IntroductionThe newly established Office of Grants Management (OGM) within the Department of Health Services (DHS) is looking for a strong leader to oversee the development of policies, procedures, and work plans related to agency grants administration. In collaboration with subject matter experts throughout DHS, OGM will provide the agency with centralized grantmaking functions to focus on customer service, compliance with federal requirements, and the overall consistency and quality of the grants process. DHS administers more than 3,000 grant awards each year, with more than $800 million provided to grantees, and the incoming Director will be key in building an Office that provides training, technical assistance, and other supports to staff in the DHS divisions. This position is headquartered at the 1 W. Wilson Street office in Madison and offers the option to work remotely up to 3 days per week. This position also requires some travel (up to 20%) throughout the state to meet with grantees. In-office and travel requirements may vary based on business and operational needs. Position SummaryAs Director of the Office of Grants Management, you will be responsible for directing and overseeing agency contract and grant life cycle policies, procedures, and processes to ensure a high level of customer service, compliance with federal requirements, and overall consistency and quality of DHS grants administration. Duties include:
- Establishing and overseeing office goals, objectives, priorities, and organizational strategies, and developing accompanying program metrics to ensure successful implementation and assessment of OGM activities and supporting continuous improvement initiatives.
- Developing and managing the OGM budget and grant administration activities, including the development of tools, templates, and trainings, to ensure it meets the agency mission and office goals, and to ensure it reflects appropriate operational activities.
- Hiring individuals to fill multiple new positions within the office, providing supervision and management to future direct reports, and promoting positive employee morale and ensuring a productive, effective, and harassment-free work environment.
- Collaborating with internal and external business partners including counties, local health departments, and non-profit organizations that apply for grants funds from DHS, subject matter experts in DHS program division, DHS fiscal and procurement staff, federal funding agencies, and the Legislative Audit Bureau.
- Overseeing design, development, maintenance and evolution of the grants database and its connectivity with other DHS or enterprise databases. This includes the online grant administration system.
Salary InformationThe starting pay is between $56.00 and $58.13 per hour (approximately between $116,400 and $120,900 per year), depending on qualifications, plus excellent benefits. A 24-month probationary period is required. Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Budget and Policy Manager and is in pay schedule and range 81/01.

- DHS strives to hire individuals who demonstrate the ability to communicate and effectively interact with people across cultures, ranges of ability, genders, ethnicities, and races. QualificationsMinimally qualified applicants will have all of the following:
- Experience in grant or contract administration within a state or federal government setting (e.g., developing grants or contracts, responding to procurements, monitoring performance and compliance, providing fiscal oversight, measuring and reporting on outcomes, etc.).
- Experience with program and policy development and implementation.
- Experience with state or federal grant budget procedures and justification processes.
- General project management or leadership experience (e.g., planning and leading a project, delegating and assigning work, monitoring timelines, resolving issues, mentoring, etc.).
Well-qualified applicants will also have one or more of the following:
- Experience with grant programs administered by the Wisconsin Department of Health Services.
- Experience with budget development and analysis (e.g., analyzing budgets and expenditures, allocating resources, making fiscal projections, drafting budget proposals, etc.).
- Experience in a formal management or supervisory role (e.g., hiring, conducting performance evaluations, resolving conflict, etc.)
