General Summary:Manages daily operations of the rail division, ensuring adherence to Dallas Area Rapid Transit (DART) rules, policies, and procedures. Supports DART's goals and objectives, focusing on operational efficiency, cost effectiveness, and positive labor relations. Provides oversight of personnel involved in rail operations, including team building with the rail fleet service division and implementing solutions for rail service disruptions.
Essential Duties and Responsibilities:- Directs and oversees all personnel in rail operations, including administrative tasks, personnel management, customer complaints, operations, maintenance, service delivery, and information systems. Provides day-to-day leadership for division activities.
- Leads communication during major operational disruptions, planned and unplanned, from the Train Control Center, ensuring timely information dissemination to all stakeholders.
- Develops and implements action plans to improve operational efficiency within budget, continuously refining division processes to ensure alignment with department goals and identify technology enhancements.
- Coordinates and supports rail operations staff in system testing, including dynamic and integrated testing phases, ensuring safety and compliance with operating rules and procedures.
- Oversees weekly track allocation requests, ensuring compliance with DART Light Rail Operations procedures. Attends Track Allocation meetings, designating a Track Allocation Coordinator or assuming the role when necessary.
- Develops and establishes goals, policies, and procedures for division programs. Supervises, evaluates, develops, and disciplines personnel in alignment with EEO goals and policies.
- Manages and monitors the division's annual budget, recommending and implementing corrective actions to address any performance variances.
- Acts as a liaison between the division and other DART departments, building strong relationships with maintenance, facilities support, ATU partners, and external stakeholders.
- Supports safety initiatives, participates in the Rail Safety Committee, and investigates unsafe conditions or acts.
- Enhances customer relations by improving field supervisor visibility at rail stations and during service hours.
- Develops staffing schedules and ensures sufficient personnel are available during special events, seasonal demands, and incidents.
- Promotes staff development, employee recognition, and other engagement efforts to foster a positive work environment.
- Prepares written reports, incident reports, bulletins, and standard operating procedures.
- Contributes to implementing the division's Equal Employment Opportunity (EEO) policies and programs.
- Performs other related duties as assigned.
Minimum Knowledge, Skills, and Abilities Required:Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Transportation, or a related field.
- Five (5) years of experience in Public Transit and budget management, focusing on cost-saving measures while maintaining service performance.
- Possess a valid Texas driver's license to operate DART non-revenue vehicles.
- Pass a physical (medical) examination and drug screen.
- Proficiency in PC software applications, including Microsoft Office, Trapeze, Lawson, Ripplestone, Tableau, and other related software applications.
- Knowledge of essential rail transit operating practices and safety rules.
- Analytical and creative skills to solve complex interpersonal, technical, and administrative problems.
- Knowledge of budget development/analysis and operational cost factors.
- Ability to meet the expectations and requirements of internal and external customers.
- Ability to blend people into teams when needed.
- Ability to write clearly and succinctly in various communication settings.
- Ability to marshal resources to get things done.
- Ability to use rigorous logic and methods to solve complex problems.

Working Conditions:Works in an environment with minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions while visiting DART's operating facilities.
