Administrative Asst IThis Other Needs Assistance (ONA) temporary position assignment may last up to one year (potentially longer) depending on the disaster response need. It is telework-eligible after a successful 30-day probationary/training period and is eligible for full State of Texas benefits.The Disaster Assistance Data Operator is a demanding yet rewarding administrative role. The position primarily involves data entry for the ONA program, part of the Federal Assistance for Individuals and Households Program (IHP). Key responsibilities include entering disbursement information from the Comptroller into the National Emergency Management Information System (NEMIS) to update client payment statuses.Flexibility is essential, as the role requires working beyond normal hours, including holidays and weekends, particularly during the early months following a disaster declaration. The role involves batching payments to ensure there are no system errors, entering recoupment information, and managing client details related to lost or stolen warrants and fraud referrals.The position also requires verifying, researching, correcting, and retrieving information, as well as tracking payments in the Health and Human Services Administrative System (HHSAS). The Operator answers client inquiries about grant statuses, runs daily reports using NEMIS and HHSAS, and instructs other operators on their tasks.Essential Job Functions:Data Entry and System Inquiry (40%):Enters data and conducts inquiries into automated systems.Report Preparation (10%):Prepares basic ongoing or special narrative or statistical reports.Communication and Problem Resolution (10%):Communicates with others to verify information, answer inquiries, address issues, and resolve and report problems or complaints.Data Validation and Accuracy (15%):Researches, validates, and makes corrections to files, ensuring the accuracy of the data.Reviews and batches documents for data entry.Monitoring and Document Control (15%):Monitors, controls, and prepares batched input documents for data entry.Staff Instruction and Training (10%):Provides instruction, guidance, or training to staff.Knowledge Skills Abilities:Knowledge of:Disbursement information received from the State Comptroller's Office.The Emergency Services Program and the Federal Assistance to Individuals and Households Other Needs Assistance Program (IHP/ONA) and related procedures.The Federal National Emergency Management Information System (NEMIS).Skills:Communicating effectively both orally and in writing.Establishing and maintaining effective working relationships with all levels of staff, customers, and the public.Abilities:Completing data entry functions.Registration or Licensure Requirements:N/A Initial Selection Criteria:High School graduate or equivalent.One year experience in windows-based software preferred.One year experience in an office environment.Additional Information:Upon hire, the selected candidate will be required to sign a Temporary Employment Agreement. FEMA's suitability determination is required to issue credentials for access to data, records, and systems which requires U.S. citizenship. The job offer depends on receiving full suitability clearance from FEMA.This position requires working beyond normal work hours, including holidays and weekends. During periods of high-volume disaster response, the work schedule will extend to six days a week with 10-hour shifts between 7:00 AM and 7:00 PM.
