Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS or 55b/c candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Six years of emergency management experience* as listed below.
Substitutions with a degree in a related field as listed below:
* An associate degree in a related field can substitute for two years of specialized experience;
* A bachelor's in a related field degree can substitute for four years of experience;
* A master's degree in a related field can substitute for five years of experience;
* A doctorate in a related field can substitute for six years of experience.
* Qualifying experience:
* Coordination and implementation of emergency management and disaster preparedness programs.
* Preparation or modification of disaster plans.
* Preparation, modification, presentation of disaster educational training and/or exercises.
* Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.
* Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.
* Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

Subsequent 55b/c Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55b/c service as an Agency Emergency Management Coordinator. To be considered, you must provide a copy of your letter of eligibility with your response.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent, or 55b/c service as a Disaster Preparedness Program Representative 3 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as an Agency Emergency Management Coordinator and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description The incumbent, reporting to the Disaster Preparedness Program Representative 4 (DPPR4), will oversee a zone team and manage the new and expanding programs transitioning to the Office of Emergency Management (OEM) Field Operations. The Disaster Preparedness Program Representative 3 (DPPR 3) will also manage the implementation and maintenance of relationships with local level partners, and facilitation of emergency response in their respective zone. Duties include, but are not limited to:
* Manage the development and improvement of the emergency management and disaster preparedness plans with county emergency management officials, local government, and local public officials.
* Assess the training needs of State and local agencies and other organizations that support the State's emergency management efforts.
* Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State.
* Participate in the development and coordination of a statewide, comprehensive training and exercise plan. The incumbent will plan, design, and evaluate the curriculum for training programs, as well as organize, develop, conduct, and review major training and development programs to improve performance of agency operations.
* Provide technical planning assistance to state and local government agencies in the development of disaster preparedness and emergency response plans.
* Support day to day functions in the emergency operations center, as well as during times of emergency and disaster from the State Emergency Operations Center, State field offices and/or county/local deployments.
* Available to deploy and provide executive level briefs on a 24 hour/7 day-a-week basis.
* Perform other duties as necessary.
* Travel may be required, including overnight as needed, up to 25%.
Additional Comments This position is eligible for location pay of $1,650.
* This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
