The class is responsible for leading others, planning, supplies and materials, operating various types of general and special purpose equipment, inspecting work, minor equipment maintenance, training, and minor administrative tasks. The class works within a general outline of work to be performed; develops work methods and sequences under general supervision. Essential Job Functions
- Install and remove natural gas services and mains. Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling,
- Consults with supervisor or others, plans jobs, estimates materials, equipment, personnel, and other resources needed and insures availability to support work.
- Leads others in operating specialized and general-purpose equipment, hand and power tools to support City construction, installation, and maintenance operations.
- Trains subordinates or less experienced personnel in maintenance and installation operations and crew leadership.
- Inspects job site work, clean up area, and equipment and corrects problems; performs minor equipment or tool maintenance; reports major malfunctions to supervisor.
- Assists with traffic control and provides information to public if required; addresses public complaints and resolves or refers to supervisor.
- Performs minor administrative tasks such as completing job-related logs and forms, ordering supplies and materials, maintaining records, preparing reports, or other.
- Attends or conducts staff or project meetings to exchange information; attends, and schedules others to attend, in-service training and technical classes, seminars skills.
- Perform after hours and weekend on call duties.
- Performs related duties as required.
Minimum RequirementsRequires a high school diploma or GED and formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in a construction or technical trade or a closely related field. One year of certified natural gas pipeline welding and related design and installation of gas distribution systems preferred. Must have general knowledge of the theories, principles, practices and techniques of gas distribution system design; general knowledge of Gas Laws and Safety Codes; thorough knowledge of material and methods used in construction of gas systems. Preferred one year of certified natural gas pipeline welding and related design and installation of gas distribution systems. Must demonstrate basic skills in arc and acetylene welding on steel pipe by the date of employment. Must be able to communicate effectively with co-workers, supervisors and senior management. Must be able to work outside in extreme environmental condition such as cold, heat, rain, and wind. Familiarity with WORD, EXCEL, ACCESS, and PowerPoint are preferred.Requires a valid State of Florida driver license and a satisfactory driving record as a condition of initial and continued employment. Must be able to obtain a Class A CDL permit within 6 months of employment. Must obtain Class A CDL within one year of employment, at City's expense if not already licensed. Must obtain required Operator Qualifications certifications within 120 days of employment, required NIMS certifications according to class availability and maintain certifications according to department guidelines. Must be able to obtain and maintain city required forklift certification and maintain throughout employment Special skills or equipment certification may be required. This position requires participation in Gas Department random drug testing program. In addition, is subject to Federal Department of Transportation drug and alcohol testing regulations.Must live within 20 mile radius of the city limits of Leesburg, or move within this 20 mile radius within first 9 (nine) months of employment and continued employment. Must participate in on call rotation. Must be available for call back for gas emergencies. Marginal Job Functions

Retirement: A (401A) non-contributory defined contribution pension is provided for general employees. The City contributes 5%.Certified Police employees join the Chapter 185 Plan which requires employees contribute a predetermined percent into the plan. Certified Fire employees participate in a plan which exceeds the requirements of Chapter 175 and which requires employees contribute a predetermined percent into the plan. All employees may elect to tax defer an amount allowed by the IRS to a 457 deferred compensation account Life Insurance: $50,000.00 policy - 50% at age 70 for general employees, police and fire - 100% premium paid.Bereavement Leave: 24 hours of leave with pay.Holidays: 11 paid holidays. PTO Sell Back program: Employees are eligible to sell PTO time back to the City, a maximum of 2 times per fiscal year for a total of 160 hours. Employees can only sell back as much PTO time as they have actually used in the previous 12 months. Employees covered by a CBA may sell time a maximum established by their written bargaining agreement. Computer Purchase: The City will finance the employee's purchase of an approved computer system up to $1,000.00. Total of loan divided by 39 payroll deductions. Fitness Programs: The City will pay 50% payment of the monthly fee for the employee and spouse for one fitness center each. Participating centers are: Not the Norm Crossfit, Planet Fitness, Anytime Fitness, and Infinity Fitness. Safety Shoes: The City will pay up to $150.00 per year for the cost of one pair of approved safety shoes/boots for those positions requiring safety shoes/boots.
