If so, keep reading!As an Investigator, you will be an essential member of a dedicated team focused on enhancing public safety related to the issuance of Washington driver licenses, identification cards, and federally compliant enhanced border crossing documents. Your responsibilities will include independently conducting, analyzing, and resolving complex investigations related to licensing fraud while ensuring that administrative actions are fair and appropriate. You will utilize your research expertise to perform comprehensive investigations into vehicle title fraud, which may involve efforts to recoup taxes and fees. Additionally, you will evaluate requests from law enforcement agencies for the disclosure of images and records, ensuring adherence to qualifying criteria. Furthermore, you will play a key role in identifying fraud mitigation strategies within existing systems and processes.Some of what you will do:* Independently conduct complex investigations of licensing fraud cases.* Write investigation reports to ensure thoroughness, accuracy, clarity, and adherence to established policies and procedures.* Analyze evidence and review investigation reports submitted by peer investigators.* Respond to law enforcement and other governmental agencies requests for information in accordance with DPPA 18 USC 2721, RCW 46.20.118, and RCW 43.17 .425.* Provide assistance to partners and customers regarding explanation or interpretation of agency programs, policies, procedures, Washington Administrative Code (WAC), Revised Code of Washington (RCW), and management decisions.What you will bring:* Two (2) years of investigative experience in a state or governmental agency, criminal justice agency, armed forces investigative agency, private organization, or investigating personal backgrounds, unfair or deceptive business practices, or other directly related areas to include:* Researching records and developing case files.* Gathering, preserving, and presenting documentary evidence.* Obtaining statements of fact, depositions, or confessions.* Establishing proof of facts and evidence sufficient to be used in a court or administrative hearing.* Writing clear and concise investigative reports.* Two (2) years of experience:* Researching, analyzing, interpreting, and explaining Code of Federal Regulations (CFR), RCWs, WACs, state and federal laws, rules, regulations, statutes, and policies, and applying relevant work experience to customers, clients, or stakeholders.* Using Microsoft Office software including Word, Excel, PowerPoint, Outlook; computer programs and applicationsTwo (2) years of college-level course work with emphasis in law or one of the criminal justice disciplines or directly allied field, may be substituted for one year of investigative experience.What may help set you apart:* Knowledge and understanding of the Driver and Vehicle Investigations (DVI) program laws, rules, policies and procedures.* Experience with agency specific systems and computer software such as DRIVES and OMNIXX/ACCESS/NLETs.* Experience analyzing and making recommendations on policies, procedures, laws, rules, or other written documentation related to business operations.* Knowledge and understanding of Credential Issuance, Vehicle / Vessel titling laws, rules, and Driver Licensing and Vehicle / Vessel Operations program rules, policies, and procedures.Additional Conditions of employment:* In-office presence is required for the first three (3) to four (4) weeks of initial training and onboarding, followed by one (1) day per week at the Highways and Licensing Building (HLB) in Olympia.* Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.* Must prove US citizenship and pass fingerprint based federal background check to include a malfeasance check on employee for the past five (5) years.* In addition, an acceptable fingerprint based criminal history background check is also required for this position, as a condition of employment. Fingerprints will be used to check the criminal history records of the FBI.
