The New York City Department of Transportation (DOT) strives to provide a safe, efficient, and environmentally responsible movement of people and goods in the City of New York and to maintain and enhance the transportation infrastructure crucial to the economic vitality and quality of life of our primary customers, City residents. DOT oversees one of the most complex urban transportation networks in the world. DOT's staff manages an annual operating budget of over 1 billion dollars, along with 6,300 miles of streets and highways, over 12,000 miles of sidewalk, and nearly 800 bridges and tunnels. NYC DOT's staff also installs and maintains over one million street signs, 13,250 signalized intersections, over 315,000 streetlights, and over 350 million linear feet of markings.

In support of these efforts, the Fiscal Affairs unit within DOT is responsible for all capital & expense payables, revenue collection, and internal fiscal support. Under the general supervision of the Supervisor of the Contract Payment Unit of Fiscal Affairs, the Economist candidate will work on all invoices related to the agency's capital projects, such as but not limited to construction bridge projects, roadway repairs, and many other projects relating to maintaining New York City's massive transportation infrastructure. The candidate will verify the accuracy and completion of invoice payment request documents and the supporting backup documents for payment. They will utilize the City's Financial Management System (FMS3) and the Procurement and Sourcing Solutions Portal (PASSPort) to process vendor invoices for goods and services. The candidate will log and track invoices in the unit's internal tracking database, pre-audit voucher payment packages to ensure that they contain all necessary supporting documentation, and monitor payments for errors, either approving the payment package or returning the package to the preparer for necessary corrections and resubmission. The candidate will review Requirements Contracts, timesheets, material cost sheets, and contract specifications before approving payments to ensure conformity to the agency's requirements and Federal/State/City mandates. They may also prepare reports for managerial and budgetary review.

CANDIDATE MUST BE SERVING PERMANENTLY IN ECONOMIST TITLE IN ORDER TO BE CONSIDERED FOR THIS POSITION, OR HAVE TAKEN, PASSED, AND BE REACHABLE ON EXAM #3044, OR ELIGIBLE UNDER THE 55-A PROGRAM.

Minimum Qualifications

1. A master's degree from an accredited college or university in economics, statistics, finance, management, business administration, public administration, public policy, or a related field; or

2. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of economics, statistics, finance, management, mathematics, business administration, public administration, and public policy, 12 semester credits of which must have been in economics; and one year of satisfactory full-time experience in one or more of the fields of finance, economic, fiscal or statistical research, policy analysis, or quantitative, business, market or financial analysis. Graduate semester credits in any of the areas described in 1 above may be substituted for the undergraduate semester credits on the basis that each 3 graduate semester credits may be substituted for 6 of the required undergraduate semester credits.

Special Note: To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one additional year of full-time experience listed in 2 above.

Special Note: To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements, at least two additional years of full-time experience listed in 2 above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
