POSITION RESPONSIBILITIESNote: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.Compiles technical results in summary form such as tables' reports, and graphics to support engineering staff.Provides input into the development and participates in the testing of Communication Circuit Layout Record (CCLR) or a similar circuit management tool.Drafts and prepares conceptual plans of service for assigned projects.Coordinates and implements BPA management-approved plans of service with stakeholders for assigned projects.Assists in development of standards for planning and design documentation, of new equipment and technology.Drafts statements of work for review and approval by appropriate BPA personnel. Process approved statements of work as per established plans and procedures.Drafts and prepares modifications of design drawings.Provides technical support to construction, operations and maintenance personnel.Assists in the development of detailed methods of procedures to design and track construction status.Reviews communication circuits on PRD (project requirements diagram) and informs appropriate PM and BPA manager of any concerns of potential errors and conflicts in infrastructure design and circuit routings.Assists in developing documentation to track communication segments or devices including SONET nodes, radio hops, and STS-1 tunnels found on communications network.Reviews and analyzes data directly from SONET and packet equipment.Drafts and prepares designs as per established plans and procedures and obtains appropriate BPA manager / personnel for acceptance / approval.Drafts and prepares detailed network specifications, including diagrams, charts, equipment configurations, and recommended technologies.Maintains BPA telecom circuit planning files so circuit documentation is accurate.Provides recommendations on procedures for installation, use, and troubleshooting of communications hardware and software.Participates in network architecture and design reviews and provides recommendations for network design issues.Communicates technical information verbally and in writing to technical and non-technical users.Provides project / task updates (oral or written) as requested by the manager.Provides quality assurance reviews for circuit design projects of peers and provides technical feedback for items such as cross connection reports, port and port channel assignments, correct card naming, schematic views, functions, end point connections, etc. Alerts appropriate BPA personnel of any noted concerns or potential issues.Assists Hardware Engineers with CCLR circuit review procedures.Assists with training efforts and drafts training material for CCLR or similar circuit management tool as assigned.Provides technical design assistance to peer or less experienced Electronic Designers and others in the group, as requested.Acts as subject matter resource and primary POC for two or more pieces of telecommunications hardware, such as TDM channel banks, packet transports, packet routers, NMS alarms, digital radios, etc.Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.REQUIREMENTSEducation & Corresponding Experience (required on matrix)An associate's degree in electronic engineering technology or an equivalent degree/certification from a technical institute/equivalent is preferred.10 years of experience is required with a related associate's degree/technical degree or certification.12 years of experience is required without a degree or applicable associate's degree.Experience should include knowledge and experience in a technical/engineering environment with increasingly more responsibility.Required Technical Skills & Experience (required on matrix)3 years of experience with preparing detailed circuit routing plans for telecommunication circuits based on technical standards.4 years of experience with infrastructure required to meet the varying requirements for a circuit's class of service.5 years of experience with telecommunications backbone infrastructure connectivity.Preferred Skills & Experience (optional on matrix)Knowledge of the class of service requirements necessary to route communication circuits of various types, including voice, SCADA, transfer trip, and other circuits used on transmission systems.Ability to develop detailed methods to create circuit documentation with details for installing the new circuits and retiring the old circuits.Knowledge and experience in routing high reliability communication circuits over packet networks.Experience with transmission and operational telecommunications systems.Experience with transport core and edge products including Cisco routers and switches.Additional Requirements (not required on matrix)Valid U.S. Driver's License is required.
