Summary About the Position: Incumbent will serve as Emergency Management Specialist for District Operational Support. Primary expertise in civil response under PL 84-99, and ESF3 FEMA recovery operations. Serves as Operations Officer (S3) for the Mobile District. Manages District accountability and mass notification systems. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Responsibilities Acts as the Direct Liaison Authority for required tasks. Resolves major issues regarding the effectiveness and efficiency of mission-related program plans and operations throughout the installation. Manages physical and virtual organization of the Emergency Operations Center (EOC). Acts as subject matter expert for management of all automated data, information, and systems within the EOC. Leads Command briefs, serves as lead for outreach with stakeholders, and provides capabilities briefs. Facilitates training and exercise. serves as action officer and point of contact for coordinating and ensuring completion of staff actions, preparing or supporting the development of briefings. Serves as Emergency Management Branch's representative and lead for District Crisis Action Team. Serves as the District's OCONUS deployment coordinator. Serves as a Subject Matter Expert in at least one ESF3 technical field. Specialized Experience: One year of specialized experience which includes 1) Experience planning and/or implementing a natural disaster and national emergency preparedness/response; 2) develop or improve emergency management guidelines and/or regulations; and/or 3) coordinate activities prior to, during, and/or throughout recovery operations following a natural disaster or emergency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Manages and Organizes Information Planning and Evaluating Risk Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) 12 Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) one year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
