* Serves as the coordinator for the regional public information system (Microsoft TEAMS); Responsible for the oversight of the system for the region and develops courses of action and recommendations to address issues to improve overall operations.

* Develop technology policies, procedures and master plans and identify solutions for continuous improvement.

* Responsible for the overall customer support, procurement support, maintenance, and upgrades of the system.

* Edits and maintains governance documents, coordinates activities of regional partners and POCs for the regional public information system.

* Attends local, regional, and state level technology meetings and maintains collaborative relationships with other regional coordinators to facilitate and support quality emergency planning.

* Maintains current knowledge of information assurance and security via literature review, newsletters, and/or conferences.

* Actively participates in and collaborates with state, regional, community and federal organizations that support emergency management program development.

* Assists in monitoring, creating and scheduling content for social media platforms.

* Drafts and/or edits press releases, statements and other media material.

* Monitors media coverage and preparing reports on public perceptions.

* Serves in the duty rotation and during planned events as scheduled.

* Performs other duties as assigned

* Serve as an on-call OEM Duty Officer assigned to a 24-hour shift on a rotating basis and performs assigned duties during Emergency Operations Center (EOC) activations. Must be available to work all shifts, including rotation, weekends and holidays.

MINIMUM JOB REQUIREMENTS:

* Bachelor's Degree from accredited university with preferred degree in Public Administration, Urban Planning, Emergency Management, Communications, Public Relations, Journalism, Marketing or a directly related field or four years of directly applied experience in any of the disciplines above may substitute for the degree requirement. (in addition to the experience required for the knowledge substitution)

* 3 years of specialized experience in research, planning, Public information, public relations, emergency communications; Actual applied experience including any combination of the above is preferred.

* Considerable knowledge of planning methods and techniques, plan formulation, coordination techniques, and project management strategies. Knowledge of methods and techniques used in fact-finding, analysis, and interpretation of basic information, and projection of these facts into comprehensive plans, programs, and recommendations to meet future needs.

* Ability to use various software applications, including Microsoft Office Suite and familiarity with social media management platforms and graphics.

* Good verbal and written communication and organizational skills; interpersonal skills and ability to deal effectively with the public, other employees, and elected officials.

* Ability to work other than normal working hours during emergencies. Emergency Management coursework, with some meteorological knowledge and experience, is desirable.

* Essential Staff Must be available to be on-call 24 hours a day, 7 days a week.

* NIMS/ICS Professional Development Series should be completed within one year of hire, will be required to obtain the following training: IS-100, ISC-191, IS-200, IS-230, IS-235, IS-240, IS-241, IS-242, IS 244, IS-29, ICS-300, ICS-305, MGT-314, E-388, ICS-400, G-610, E0105, IS-700, IS-701, IS-702, IS-703, IS-704, IS-800, IS-2200.

* Valid driver's license issued by the state of Texas for operation of county vehicles.

* Position Specific Task book certification for Section Chief in EOC within 1 year of hire.

STARTING SALARY RANGE: $31.63 - $39.54 hourly based on qualifications
