JOB SUMMARY:
Primary responsibility is to ensure that In-Use Verification Program (IUVP) is executed in accordance with all federal and state regulations, as well as internal procedures, to maintain 100% compliance with all existing procedures, documentation, and submission timing. Additional responsibilities include managing all lab operations, equipment, instrumentation, service and maintenance, calibration, correlations, and lab compliance to the regulations. Oversee test planning and implementation, scheduling, and technician training. Perform all other departmental duties, as directed, or assigned.
ESSENTIAL FUNCTIONS:
1. Lead IUVP, surveillance, certification, and development emission testing according to regulations and internal procedures.
2. Oversight of equipment maintenance, calibration, operation correlation and repairs of Chassis emissions lab equipment and instrumentation and ensure compliance with regulatory requirements, workplace health and safety, and company polices.
3. Provide vehicle emission related engineering reports.
4. Identify regulatory concerns and communicate through both internally and externally as required.
5. Develop and maintain internal quality management system to handle lab procedures, check sheets, issue tracking, data management, and other critical lab operations. Lead process to improve lab quality management system.
6. Support and conduct internal and external audits to meet current and future EPA CFR (Code of Federal Regulation) requirements.
7. Review and negotiate contracts with procurement company for IUVP and other emissions testing.
8. Plan budgets and resource allocation requirements for future years.
9. Identify training needs for staff members and providing them with leadership opportunities.
10. Manage engineers and technicians and conduct performance review for staff members.
ADDITIONAL RESPONSIBILITIES:
1. Represent company for regulation, vendor/supplier business meetings.
2. Participate in company business trips.
3. Perform any other duties that may be assigned or required.
EDUCATION, TRAINING, AND EXPERIENCE:
1. Four-year degree in Mechanical Engineering, Electrical or Chemical Engineering.
2. 10 years of emission testing, or powertrain calibration experience (engine calibration, hybrid calibration, or OBD development)
3. Knowledge of government regulations (EPA and ARB) and test procedures/equipment related to automobile emission testing.
4. Highly skilled at communicating in English in written and oral form. Experience managing a diverse and energetic team with many competing priorities.
5. Must possess a valid driver's license and a good driving record.
