POSTING DATE: 12/05/2024SALARY RANGE: $52,362.00 - $83,731.00 ANNUALLYBACKGROUND CHECKEligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.PROBATIONAll persons, including current City employees, selected for this position must complete a mandatory 6-month probation.ELIGIBILITYQualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.EDUCATION ACCREDITATIONApplicants' education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.CLASS DEFINITIONAn Employee Assistance Counselor I conduct mental health assessments of City employees who are mandated to seek counseling or are self-referred; and provides referrals and short-term solution-focused counseling of a routine nature. Work of this class involves no supervisory duties or responsibilities.Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. Work requires minimal physical exertion.SELECTION PROCESSAll candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. Qualified candidates will not be listed in rank order.MINIMUM QUALIFICATIONSOn or before the date of filing the application, each candidate must:EDUCATION: Have a master's degree from an accredited college or university in mental health, psychology, counseling, social work or a related field with a counseling specialty.REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES* Knowledge of the techniques of counseling and interviewing.* Knowledge of employee assistance program core technology.* Knowledge of ethical standards for employee assistance professionals.* Ability to coordinate, expedite and maintain a varied employee work caseload.* Ability to counsel and work with City employees attempting to resolve their problems.* Ability to establish and maintain effective working relationships with City employees and supervisors and public and private care providers and employee assistance counselors.* Ability to maintain complex confidential documentation and files.* Ability to testify as a mental health witness in Civil Service Commission hearings and court cases.* Ability to write detailed and complex reports on City employee problems, resolution strategies and goals and the varying degrees of success or failure of employee problem resolution.* Ability to communicate effectively both orally and in writing.EXAMINATION PROCESSApplicants must provide sufficient information on their application to show that they meet the qualifications for this recruitment.
