Description and FunctionsGENERAL DESCRIPTION:Under general supervision, provides customer service to employers and job seekers to ensure that qualifications and needs for employmentand training services are met. This position will work with the Workforce Innovation & Opportunity Act (WIOA) grantprogram, initiating and managing cases from eligibility to program exit and follow-up. This position also schedules and conducts onsite housing unit inspections as needed for the H2A foreign labor program and manages the H2B foreign labor job orders and employers.Human Resource Contact: 307-###-####ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.* Provide services to individuals by coordinating and executing a broad range of individual services in accordance with Federal and State program guidelines, policies, and regulations.* Confer with employers to develop and fill employment and vocational training openings.* Refer applicants to employment or other community resources.* Assess and evaluate client skills, education, and training.* Assist, direct, and counsel claimants and job applicants.* Assist in policy and procedure development.* Research, evaluate,e and make recommendations regarding program deliverables.* Interview, assess, and evaluate customers to meet employment, training, and vocational needs.* Enter and monitor data in the electronic system for job postings, candidate file searches, and program reporting.* Assist, direct, and counsel business customers on the multitude of DWS-coordinated business services, training grants, and resources.* Provide on-site business visits to understand employer needs, operations, and job openings.* Organize and participate in community events designed to connect business needs and job seekers and advance DWS services to both.* Work with Program Staff to ensure compliance with the Department of Labor case management standards.* Refer applicants to employers and follow up on the hiring process.* Manage participant caseload and accurately document performance and services to participants by entering all relevant and required services and notes into the management information system and other systems, as needed.* Provide case management.* Provide Career counseling and guidance.* Administer career interest assessments.* Maintain case files.* Monitor the progress of participants in various programs.* Assess client needs, provide basic career services, and develop a long-term employment plan.* Provide a holistic approach to services and provide referrals for additional support.* Provide employment services to people who may have significant barriers to employment.* Enter or monitor data for information used in the particular program/division.QualificationsPREFERENCES/AGENCY REQUIREMENTS:Preference may be given to candidates with experience working in federal programs.Preference may be given to candidates with customer service experience.Preference may be given to candidates with experience building and maintaining relationships with community partners.Must have a valid driver's license.KNOWLEDGE:* Knowledge of state and federal statutes relative to employment and Agency programs.* Knowledge of departmental policies, customer service standards, and inter-agency protocols.* Knowledge of labor market information for the State of Wyoming and the skill to obtain current employment and job resource information using various multimedia resources, particularly Internet services.* Knowledge of administering and interpreting interest, skills, and proficiency tools and assessing employment issues and limitations.* Knowledge of case management practices to determine needs, create reasonable plans, and follow clients through successful program completion.* Skills in public speaking, oral, written, and electronic communication, and record-keeping.* Skills in establishing rapport with partner services and respecting established protocol with government agencies and their staff.* Skilled in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.* Ability to actively listen to others to foster a positive exchange of information.MINIMUM QUALIFICATIONS:Education:Bachelor's Degree (typically in Business or Human Services)Experience:0-1 year of progressive work experience (typically in Business or Human Services)OREducation & ExperienceSubstitution:3-4 years of progressive work experience (typically in Business or Human Services)Certificates, Licenses, Registrations:NoneNecessary Special RequirementsPHYSICAL WORKING CONDITIONS:* Some travel may be required.NOTES:* FLSA: Non-exempt* The Wyoming Department of Workforce Services (DWS) uses E-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States.
