ADVANCEMENT OPPORTUNITIES Manager, Assistant, Engineering Services, Pipeline/Water and Wastewater Treatment Engineer, Capital Improvement Program, SeniorPOSITION SUMMARYThis position is responsible to the Assistant Manager, Engineering Services Water and Wastewater Treatment for providing capital improvement program (CIP) planning, design review, and development services. This individual assumes direct responsibility for directing and coordinating professional services contracts and reviewing engineering designs and specifications performed by the Authority's consultants in the area of water and wastewater planning and design services.ESSENTIAL DUTIES AND RESPONSIBILITIES1. Coordinates planning efforts with potential and present contracting parties and consultants of the Authority for water and wastewater services and related projects. 2. Administers and manages multiple concurrent consultant contract services related to the planning and design of water and wastewater treatment facilities, coordinating closely with design consultants to produce quality deliverables for the Authority.3. Prepare written communication to the Board of Directors, to committees of the Board, and to other agency groups as well as an oral presentation to Customers Cities recommending specific actions to be taken regarding developmental activities. Excellent oral presentation and interpersonal communication skills. 4. Coordinates with the Authority's Land Rights Department in the acquisition of land rights, and with the Authority's Planning, Design and Construction Administration, GIS, Operations departments throughout all phases of project development. 5. Manages the design function for water and wastewater treatment facilities to ensure that the budgets and scheduling of capital projects and plan review are met and/or completed in a timely and accurate manner. 6. Assist in the use, development, recommendation, and integration of a centralized Capital Program Management System (CPMS) to update capital improvements plan implementations and funding needs. 7. Participates in developing and implementing the Authority's design and construction guidance criteria. 8. Maintains good public relations with present and potential contracting parties with proper oral and written communications to convey the Authority's goals and objectives. 9. May serve as Assistant Manager, Engineering Services Water and Wastewater Treatment in the absence of that staff member.SUPERVISORY RESPONSIBILITIESThis position does not regularly provide work leadership or full personnel management to any employeesFINANCIAL RESPONSIBILITYNegotiates, reviews, and recommends professional service invoices, recommends authorization of funds within engineering service agreements (invoice approval and special service requests), as well as interlocal agreements with agencies and customer cities.QUALIFICATIONSEDUCATIONBachelor's degree required in engineering with civil, environmental, electrical, mechanical, or other technical fields related to water and wastewater preferred.EXPERIENCEMinimum of five years of experience in a municipality, governmental entity, water utility agency, engineering firm, or other similar backgrounds.CERTIFICATES, LICENSES, REGISTRATIONSValid Texas driver's license. Licensure as a professional engineer required.KNOWLEDGEMust be generally knowledgeable in the field of water utilities and the various governmental agencies' design requirements for the water industry.SKILLS AND ABILITIESEffective communications, administrative, and management skills for multiple, concurrent capital projects, combined with public relations ability. The position also requires mental alertness.GUIDANCE RECEIVEDFollows general professional standards and methods. A range of professional standards and methods guide the completion of assignments and decisions made. The position is responsible to adhere to policy and procedures and receives general supervisory direction. Position incumbents may identify and recommend changes to methods, procedures, and policies and may be asked to help implement changes.WORKING CONDITIONSDuties are generally carried out in an office environment with periodic fieldwork required. This may include abnormal hours and stress in resolving problems, administering professional services contracts, and attending meetings.TOOLS AND EQUIPMENT USEDOffice equipment including personal computers, various printers, calculators, copiers, and Authority vehicles.
