  • Responsible for creating and sustaining a highly engaged workforce through positive and effective leadership.
  • Provide coaching and other feedback and input on performance for staff.
  • Performs the hiring, assignment, training, direction of work, discipline, and handles employee issues and grievances in collaboration with the HR department.
  • Provides technical support to utility staff.
  • Provides support and direction in trouble shooting and outage support.
  • Establishes work procedures, processes that support City utilities and departmental standards, procedures, and strategic directives.
  • Oversees assigned projects and ensures contractor compliance with time and budget parameters.
  • Ensures staff is compliant with any required permits, licenses, easements, and codes.
  • Responsible for ensuring safety protocols are in place and overseeing safety procedures for all personnel.
  • Assist in the preparation and support of disaster recovery and contingency planning.
  • Sets department material standards; oversees the maintenance of supplies and requisitions materials for construction and maintenance projects.
  • Oversees the preparation of all engineering project plans, including drawings, specifications, and material invoicing.
  • Assists with the preparation of the engineering department budgets.
  • All other duties as required.
ADDITIONAL RESPONSIBILITIES:This position is part of the City's Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City's Emergency Management Activation and Emergency Declaration. EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor's degree (B. A.) from four-year college or university in Civil Engineering, Mechanical Engineering, or related field.
  • Professional Engineer (P.E.) certification is required.
  • At least 5 verifiable years experience in Engineering in public utilities.
  • 2 years of supervisory/personnel management experience is required.
  • Experience preparing cost estimates and engineering computations for working plans.
  • Must demonstrate ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Must demonstrate ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Must have skills in advanced mathematics, linear systems and analysis.
  • Deep knowledge of principles and procedures of civil engineering as applied to City government is desired.
  • Knowledge of design and construction of public works facilities.
  • Must demonstrate an intermediate level of proficiency with Word, Excel and web-based online databases as well as appropriate engineering software such as AUTOCAD, Primavera P6, Bluebeam, or Planswift.
  • Experience communicating effectively verbally, electronically, and in writing.
  • Ability to organize work, establishes priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
  • Must have experience establishing and maintaining effective working relationships and dealing tactfully and persuasively with co-workers, customers and vendors.
CERTIFICATIONS AND LICENSES REQUIRED
  • A valid Florida driver's license is required.
