Salary: $21.54 - $35.29 HourlyLocation : Robertsdale, ALJob Type: Full-TimeDepartment: Highway Department - Baldwin County CommissionDivision: Subdivision DevelopmentOpening Date: 10/30/2024Closing Date: 11/13/2024 11:59 PM CentralPosition DescriptionThis individual is responsible for permitting, inspecting, documenting, and reporting on the installation of public utilities on County rights-of-way. Furthermore, he/she will coordinate and perform inspections of other work being conducted on County rights-of-way under other permits or agree. This individual is responsible for permitting, inspecting, documenting, and reporting on the installation of public utilities on County rights-of-way. Furthermore, he/she will coordinate and perform inspections of other work being conducted on County rights-of-way under other permits or agreements and may inspect County construction projects. A person in this position must be able to travel to construction sites throughout the County and must have a good understanding of the County's Highway network. This individual shall also successfully complete any job/duty deemed necessary by the Construction Engineer or his/her Designee.This position requires driving as an essential function of the position.   • Update and maintain applications for various permits in the County rights-of-way.
  • Create GIS drawings and enter projects into ARCGIS database.
  • Process applications to determine if the appropriate regulations are met.
  • Correspond with applicant and any other County employees.
  • Create agenda items for License Agreements.
  • Inspections
  • Inspects workmanship and materials of the construction of County projects, utility, and R.O.W. work to ensure compliance with approved plans. This includes site grading work, erosion control, pavement, water, sewer, and other utilities.
  • Inspects all traffic control devices (temporary & permanent) in permitted projects to ensure they are in working order and serving their purpose.
  • Complete required inspection forms and correspondence to appropriate representatives.
  • Follow-up on comments to ensure completion.
  • Reporting and Controlling
  • Keep a diary of work progress for each permitted project and prepare weekly progress reports, etc.
  • Determines quantities used in completion of project for estimates of quantities, if needed.
  • Fill out and submit all required forms and supporting data.
  • Prepare daily work activity sheets for record keeping.
  • Review final as-built drawings for accuracy.
  • Maintain database of all permitted projects.
  • Education and Experience
  • High school diploma or equivalent and two (2) years' experience preferred, but not required.
  • Have a valid driver's license and be insurable by the County's insurance standards.
  • Other Characteristics
  • Willing to work overtime and non-standard hours to meet deadlines.
  • Willing to travel for schools and training.
  • Willing to work outside exposed to the elements, wildlife, and live traffic.

  • Verbal skills to communicate effectively with office staff, general public, utility departments and County Commission, ask for information and instructions, and communicate by radio or phone.
  • Writing skills to prepare reports, complete forms, compose letters.
  • Reading skills to read and understand written instructions, manuals, and correspondence.
  • Listening skills to understand verbal communications with co-workers and the public.
  • Ability to operate office machines such as calculators, computer teminal, and copy machine.
  • Knowledge of general office procedures.
  • Thorough knowledge of departmental policies and procedures and ability to apply them to work problems.
  • Knowledge of standard utility installation techniques.
  • Ability to address deficiencies of new utility installations.
  • Ability to coordinate construction activities and utility activities to avoid conflicts.
  • Ability to successfully balance workloads.
  • Knowledge of Microsoft Excel and other software to successfully maintain databases.
  • Knowledge of county road and bridge systems and Baldwin County Utility Regulations.
  • Knowledge of state and county laws, policies and procedures pertaining to specifications, construction, etc.
  • Ability to use level, calculator, drawing tools, chain, and plumb bob.
  • Ability to exercise independent judgment and initiative in planning and implementing work.
  • Knowledge of rules and regulations regarding safety.
  • Ability to establish and maintain effective working relationships with associates, supervisors, developers, and contractors in this work.
  • Ability to understand and follow complex written and verbal instructions.
  • Knowledge of ARCGIS and ARCMAP.
  • Knowledge of ARCGIS database manipulation.
  • Knowledge of Microsoft Outlook and how to manage/compose emails.
  • Knowledge of Microsoft Powerpoint to put together presentations.
  • Knowledge of deed research and county software that is applicable.
