Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.SummaryUnder limited supervision, the Environmental Compliance Coordinator reviews, and inspects construction and development of Hays County projects to ensure compliance with Texas Commission on Environmental Quality (TCEQ) standards and contract requirements. The Environmental Compliance Coordinator uses professional skills and knowledge to perform a wide range of technical methods and techniques to develop procedures, principles, concepts, and methodology. The work involves treating a variety of problems, and situations including interpreting information and refining methods. This position affects Hays County policy, the well-being of other persons, the public, and organizations.Responsibilities* Schedules, and coordinates environmental inspections of all construction sites within the public right-of-way within Hays County, including subdivision construction, road improvement construction, driveway construction, utility construction, and other street related operations.* Reviews StormWaterPollution Prevention Plans(SWPPP) reports and monitors compliance with the Construction General Permit (CGP) and SWPPP on construction sites county wide.* Compiles TCEQ required documentation and creates an annual Municipal Separate Sorm Sewer System (MS4) report.* Reviews third party SWPPP reports and monitors compliance with required actions on all projects within Hays County's jurisdiction.* Performs site investigations and evaluates best management practices for erosion and sedimentation control for compliance.* Performs inspections of construction within the public right-of-way in Hays County, including subdivision construction, road improvement construction, driveway construction, and utility construction.* Initiates enforcement actions for non-compliance with environmental and drainage regulations.* Issues stop work orders when necessary.* Reviews plans and plats as needed.* Reads and interprets construction plans.* Provides technical assistance and education to citizens, community, and special interest groups, and developers on environmental and engineering codes, requirements, and regulations.* Provides testimony for enforcement cases.* Performs differential leveling and construction surveying on county projects.* Inspects and approves construction during all phases.* Verifies that construction follows the approved plans.* Supervises soils and compaction tests.* Observes and approves geo-technical testing.* Verifies that appropriate construction methods are used.* Monitors, oversees, and approves work performed by contractors on County projects.* Performs other duties as assigned.Education and/or ExperienceAn equivalent combination of education and experience may be substituted on a year for year basis.* Requires a High School Diploma or GED.* Bachelor's degree in civil engineering, construction management, or related field preferred* Requires two years' experience conducting environmental inspections and studies, or in road construction. Each year of experience in addition to the required two years may substitute for one year of required higher education or Certified Inspector of Sediment and Erosion Control (CISEC) or Certified Erosion, Sediment and Storm Water Inspector (CESSWI).Other Qualifications, Certificates, Licenses, Registrations* CISEC or CESSWI preferred.* Ability to maintain continuing education requirements for the State of Texas.* Class C driver's license.
