It is currently managing and progressing a significant portfolio of operational and development stage solar+ battery storage projects. Role and responsibilities
The Environmental Compliance Manager will be responsible for assisting in the environmental compliance, air/water and other construction activities during all phases through the project's lifecycle associated with Primergy's portfolio of current and future construction projects. The successful candidate will have at least 5 years of experience in the environmental compliance industry, preferable in the renewable energy sector, the ability to effectively communicate complex ideas, and the enthusiasm to successfully execute projects.
RESPONSIBILITES INCLUDE
* Environmental Management Support
* Oversee permitting and compliance objectives, assist with budget management, scheduling, and ensure deliverables are met for assigned projects.
* Track environmental permit conditions and mitigation measures for all phases of the project through development, construction and into operations.
* Assist with project scope planning to ensure that permit conditions are properly scheduled and executed to reduce exposure of risk.
* Identify and secure bids from environmental and permitting consultants. Manage contracting, negotiations and work activities for assigned projects. Ensure proposals are competitive, align with project needs, and optimize scopes of work.
* Work with outside consultants to review specific project approvals and supporting documentation to ensure that owner scope is applied appropriately.
* Work with the Execution Teams during late-stage development to ensure EPC scope is clearly delineated in their respective contracts in preparation for construction. Examples of documentation include those related to local counties, state environmental protection agencies, and federal agencies.
* Work with the Execution Team during project construction to ensure scope is being applied appropriately and environmental compliance tasks are being executed as needed.
* Assist in transition from construction into operations in coordination with the Asset Management team. Work with O&M contractors and consultants to ensure compliance tasks are being executed during the operations phase.
* Travel and Stakeholder Engagement
* Participate in project site visits, as needed, to perform site reconnaissance and due diligence efforts relating to site conditions from an environmental resource and permitting perspective.
* Meet with regulators and stakeholders, as needed, to assist the project team in facilitating a successful collaboration in representing Primergy for environmental compliance and permitting.
* QA/QC and Document Control
* Evaluate environmental reports and surveys from consultants to ensure they comply with local, state, and federal policies, and verify that the project can progress through development while meeting all environmental permitting goals.
* Identify environmental challenges related to siting and permit conditions. Collaborate with internal teams to develop innovative solutions to environmental challenges and identify environmental issues that cannot be mitigated.
* Maintain proper records and participate in audit processes related to environmental compliance and permitting activities to support successful development of projects.
* Manage consultants and third-party reporting of surveys for biological, avian, botanical, cultural and paleontological resources. Ensure agency reporting captures all necessary deliverables and are submitted on time.
* Communication
* Effectively communicate and coordinate with various team members, including Project Development, Project Operations, Asset Management, M&A, Legal, Origination, and Finance, to mitigate project risks.
* Participate in regularly scheduled project team calls, prepare agendas and meeting minutes, and identify key action items. Work collaboratively with and be responsive to requests from internal colleagues.
* Provide regular updates to the Development and Environmental teams, and promptly raise concerns when they become apparent.
EDUCATION AND EXPERIENCE REQUIREMENTS
* B.S. degree in Biology, Environmental Science, or a related field, or equivalent combination of education and experience.
* Minimum of 5 years of experience performing a meaningful portion of the above noted responsibilities.
* Experience working on utility scale projects, preferably in the renewable energy sector.
* Extensive experience and understanding of environmental compliance and permitting.

* Requires a general understanding of federal, state and local permitting and compliance requirements for solar development projects over multiple jurisdictions and US regions, including discretionary land use permits and natural resource permits. Experience securing federal approvals/consultations including Section 7 and 10 of the federal Endangered Species Act, NHPA Section 106 Consultation, CWA Section 404 and 402 permitting, MBTA, and BGEPA.
* A thorough understanding of environmental mitigation requirements, and experience implementing mitigation strategies.
* Requires the ability to stay current with changing technologies, regulations, and trends influencing the continued adoption of renewable energy.
* Commercial mindset, strong prioritization, communication, and organizational skills are required.
* Ability to quickly step into new tasks and adapt to new circumstances in a dynamic environment.
* Willingness to work extended hours, when necessary
