Supervises the operation of the Environmental Health Section and the Animal Control Section of the Health Department. General supervision is received from the Health Director who reviews work through periodic conferences and evaluations of reports submitted. DUTIES
- Administers environmental health programs in accordance with local and state laws and regulations. These programs include on-site wastewater, food, lodging, and institutional sanitation, child care center sanitation, childhood lead poisoning prevention, public swimming pool, tattoo parlor, private well water and migrant housing.
- Provides administrative and technical supervision for Environmental Health staff as well as the Animal Control Staff.
- Provides recommendations for expenditures on equipment, training, etc.
- Provides in-service training and professional development of the environmental health staff.
- Organizes and directs work on a daily as well as quarterly schedule for all personnel.
- Reviews work of fellow environmental health specialists and clerk by working on the job with them as well as follow-up work with those who have been served by the staff.
- Provides resolution of grievances, counseling and disciplining of subordinates in the Environmental Health Staff and Animal Control Staff is handled on a one-to-one basis.
- Ensures the rules and laws set forth by the Department of Environment and Natural Resources, Division of Environmental Health, Environmental Health Section be followed very accurately, to avoid a breach in the security of the public health.
- Prepares and maintains a variety of records and reports.
- Performs related duties as assigned. Duties may also include Preparedness activities/directives as assigned by Supervisor /Health Director or Director of Nursing.
KNOWLEDGE, SKILLS AND ABILITIES
- Thorough knowledge of environmental health laws, rules and procedures.
- Thorough knowledge of the geographical makeup of the County.
- Thorough knowledge of sanitary food handling procedures and food-borne illnesses.
- Thorough knowledge of biological and environmental chemistry as they apply to environmental health programs being administered.
- Comprehensive knowledge of the duties and responsibilities of an Environmental Health Specialist.
- General knowledge of office administration and management.
- Ability to develop and express ideas and opinions concisely, comprehensively and clearly in oral or written form.
- Ability to plan for and supervise the work of assigned staff.
- Ability to read, analyze, and interpret engineering plans and drawings concerning construction and installation of septic systems and well placements.

EDUCATION AND EXPERIENCE REQUIREMENTS Completion of a 4-year degree from an accredited college or university with a minimum of 30 semester hours of biological or physical sciences. A minimum of 2 years' experience as an Environmental Health Specialist to qualify as a Registered Sanitarian.Special Requirements

- Registered as an Environmental Health Specialist by the N.C. State Board of Environmental Health Specialist Examiners.

Vacation LeaveEmployees accrue annual leave monthly and may use accrued leave upon approval after the probationary period is completed. Years of service transferred from eligible NC Governmental Agencies (written documentation required) and the employee's work schedule are used to determine the rate of earning.
Petty LeaveEmployees earn fourteen (14) hours per calendar year. May use in increments of 15 minutes. Leave is pro-rated based as of date of hire in the first calendar year of employment. Petty leave must be used within the calendar year.
