SUMMARY

The City of Amarillo is seeking exceptionally organized, enthusiastic, and skilled leaders for the position of Environmental Laboratory Manager in support of our current and future TNI (formerly NELAC) Accredited Laboratory operations. Persons applying for this position will be responsible for coordinating the implementation of accreditation practices into the operations of a historically on-site/in-house laboratory. This person will support teamwork through exceptional communication with organizational leadership, interdepartmental team members, and laboratory personnel to support ongoing monitoring programs and permit compliance. This person will support the community and public health through the effort of effective operations of an exceptional environmental laboratory and the advocacy of the skilled personnel occupying laboratory positions. This position is essential personnel.

ESSENTIAL RESPONSIBILITIES

* Laboratory Management

* Provides laboratory support for permit compliance of the water utility including primary and secondary drinking water standards, pollution discharge elimination programs such as NPDES wastewater/stormwater permitting and Phase I Municipal Separate Storm Sewer System (MS4) analytical monitoring, and state microbial monitoring requirements.

* Works directly with Permit Compliance Manager and Plant Managers/Superintendents to ensure all monitoring needs are met, review and interpret external laboratory data, and facilitate cooperative relationships through continuous laboratory development.

* Assists in the development of a new Quality Assurance and Quality Control programs by delegating duties associated with development of technical documentation such as SOP, maintenance logs, calculations-based spreadsheets.

* Develops and implements plans for parameter development, instrumentation implementation and replacement plans, LIMS implementation, and assist in the broadening of the current accredited parameters.

* Remains continuously abreast of regulatory laboratory standards including but not limited to Texas Commission on Environmental Quality (TCEQ), EPA, The NELAC Institute (TNI), Texas Administrative Code (TAC), and Code of Federal Regulations (CFR).

* Accreditation

* Develop a plan for future accreditation efforts of currently non-accredited parameters.

* Operates as the TNI accreditation required Laboratory Manager who alongside the Quality Manager shall have defined responsibility and authority for ensuring that the management system related to quality is implemented and followed at all times.

* Reviews method applicability for implementation using reference methods such as Standard Methods, EPA, IDEXX, and ASTM against lists supplied by current accrediting body.

* Supervisory Function

* Models' professionalism in behavior related to the ethical operational standards of laboratory creating excellent data.

* Maintains annual reporting of TCEQ Tier II reporting and city wide Annual Chemical Inventory in support of Texas Right-to-Know laws.

* Acts as the direct supervisor for all analytical laboratory personnel.

* Oversees daily operation and coordination of full-time scientifically specialized staffing.

* Professional Development

* Assist in the development and implementation of LIMS system.

* Develop, implement, and maintain a holistic and progressive non-conformance reporting and corrective action response program.

* Facilitate new hire training for laboratory personnel that focuses on cross-training and professional development to assist in retention of laboratory skills.

* Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

Requires a Bachelor's Degree in one of the Physical Sciences, Public Administration, or a related field and a minimum of 5 years of laboratory or QA/QC experience. Alternatively, a Master's Degree and a minimum of 3 years' experience may be considered. Must work to become TNI certified through TNI Basic Assessors Training. Valid Texas Driver's License required.

KNOWLEDGE, SKILLS, AND ABILITIES

* Ability to manage database driven development of LIMS platforms and creation of analytical data reports.

* Exceptional verbal and written communication skill with outstanding observational skills.

* Strong computer skills: Word, Excel, Access, etc.

* Ability to operate small office equipment, including copy machines or multi-line telephone systems.
