As of January 1, 2025, the new salary range will be $67,852 - $118,741.

The Environmental Program Supervisor II is responsible for assisting the Regional Operation Supervisor (ROS) with the successful implementation of DWR delegated programs throughout the assigned regional office coverage area.

Key Responsibilities:

* Assist with managing assigned regional based program workloads among regional staff, including review of staff assignments, enforcement actions, and permitting based actions.

* Ensure that routine compliance inspections (AFOs, NPDES, Non-Discharge, Collection Systems) are conducted within the timeframes specified in the Regional Office Performance Expectation Document.

* Ensure regional office permitting programs (e.g. Well Construction, UIC, 401 WQCs, Sewer Extensions, Pump and Haul) are implemented following permitting criteria and the Regional Office Performance Expectations Document.

* Prepare and/or review and approve Notices of Deficiencies, Notices of Violations, and Civil Penalty assessments.

* Provide consulting, staff training, and technical assistance to other employees, permittees, consultant, and to the public.

* Support the Regional Office Supervisor with employee recruitment processes, performance issues, coaching and mentoring, and any other tasks related to the WiRO management of personnel.

The Division of Water Resources:

The Division of Water Resources is responsible for protecting North Carolina's drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning. To qualify for this position, applicants must document on the application that they possess ALL of the following:

* Demonstrated knowledge of Federal and/or State laws or regulations as it pertains to water quality programs.

* Demonstrated experience reviewing, analyzing, and/or interpreting data, published scientific studies and/or technical reports.

* Demonstrated experience communicating technical information and/or recommendations to state, federal and/or local officials, other state agencies, stakeholders, or general public.

* Demonstrated experience planning and/or organizing environmental work operations.
