This must also include preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Environmental Specialists uphold and promote the Department's environmental ethic by ensuring that projects are designed in an environmentally sound manner and comply with the numerous federal and state environmental regulations and/or agreements that apply to the Department's work.Environmental Specialists work as part of a project team with NYSDOT Design, Construction, and Maintenance staff as well as various public and private agencies, to resolve environmental issues.The Environmental Specialist 1 (ES1) duties include, but are not limited to, the following:• Review and analyze small and large-scale transportation projects for environmentalimplications and coordination/permitting needs. The environmental topics routinelyencountered include, but are not limited to, cultural resources, endangered species, wetlands, streams, asbestos, and contaminated materials.• Prepare project level correspondence and reports for project documentation andcoordination/permitting with involved regulatory agencies.• Collect field data for wetland, stream, and/or endangered species coordination and/orpermitting. Assist with post-construction monitoring of wetland mitigation sites. Due to the field work component of this position, at the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required.• Utilize GIS and other available software to conduct environmental analysis.• Assist in the review of Locally Administered Federal Aid projects for compliance with Section 7 of the Endangered Species Act and Section 106 of the National Historic Preservation Act.• Assist in the review of Highway Work Permits.• Attend public meetings as needed. These meetings usually occur in the evening.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
