Your Specific Responsibilities:

This position spends time conducting inspections and having the responsibility of being the lead worker for DOH-Okaloosa. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work.

This position is the lead worker for the operations of the Fort Walton Beach Environmental Public Health Office. Plans staff workloads, workflow, deadlines, goals, and objectives to ensure staff is meeting office operation/programmatic needs, maximizing staff time utilization and efficiency, county/state requirements and complying with Department of Health policies. Position reviews applications, inspection records, supporting records and financial documents generated by staff under their supervision. Investigates and responds to customer complaints. Conducts joint inspections with staff to monitor/evaluate customer service and compliance with department policies and procedures. Develops reports, maps or other information required to explain, market, and justify assigned programs to internal and external customers.

This lead worker position is assigned to the Environmental Public Health Program at the Okaloosa County Health Department (OCHD). This position works independently to conduct inspections and in the development and administration of assigned environmental public health programs operated. The environmental public health programs will include the following programs: Onsite Sewage Treatment and Disposal Systems (OSTDS), Food, Tanning, Group Care, Pools, Limited Use Wells, Well Surveillance Program, Mobile Home Parks, Healthy Beaches, and Sanitary Nuisances. This position must be highly knowledgeable in all facilities programs. The position also assists the Environmental Manager in support of the programs above.

This position will communicate program status, enforcement, and other information to Environmental Manager in a timely manner. Facilitates program operations and staff information needs through regular communication with employees both individually and in staff meetings/briefings. Assists the Environmental Manager with the development and achievement of program goals and objectives which can include planning, cost-benefit analysis, and environmental health program component evaluation to determine outcomes, public health impact and staff effectiveness.

This position will represent the Environmental Public Health Section by participating in meetings, health department special projects or ad hoc teams formed to address department, community, or state health issues. This position will represent Environmental Public Health as liaison to other agencies, program office staff, regulated industry, elected officials, and the public as assigned by the Environmental Manager. This position speaks to the public about environmental public health issues as assigned. Actively participates and leads teams to accomplish agency strategic objective and goals, quality improvement projects and health department accreditation criteria as assigned. This position may represent the Environmental Manager at meetings, public events and special projects as assigned. This position will serve on interdepartmental and community teams and community assessment projects, as assigned.

Performs all other duties as assigned in support of the Agency's mission and vision.

Required Knowledge, Skills, and Abilities:

+ Knowledge of principles and processes in organizational planning, coordination, and execution such as strategic planning, resource allocation, and leadership techniques.

+ Effectively manages time.

+ Must be able to lift 50-80 lbs. The Department will provide a lifting hook to assist with this task.

Qualifications:

+ Valid U.S. Drivers' License required

+ Certification from the Florida Department of Health in onsite sewage and food programs required, or must be attained within 6 months of hire, as per FL Statute 381.0101.

+ At minimum, bachelor's degree from an accredited college or university with major course work in environmental science, a physical science, or a biological science required. Major course work must have at least 30 semester hours or 40 quarter hours of coursework in science. Determining coursework allowable in environmental health, environmental science or public health will be based on an evaluation of official transcripts for the courses which earned college credit at an accredited university with academic majors in these areas.
